- SPECIAL NOTICE The purpose of this special notice is to inform industry that the Headquarters, Standard Systems Group (HQ SSG) has a continuing requirement for a complete array of accurate, on-time Commercial Information Technology (IT) Consulting, Research, and Advisory Subscription Services. IT consulting services are defined by the following labor categories: Vice Director, Director, Associate Director, Senior Consultant, Consultant, and Associate Consultant. The required subscription services should be in the form of commercial strategic and tactical products, information analysis, and subscription services covering all segments of IT. These services should include the ability to acquire information and technology management and direction within but not limited to most of the following areas: electronic commerce strategies, applications development and management strategies, advanced technologies and applications, client/server/distributed computing platforms, enterprise network strategies, integrated document and output management, mobile business strategies, multimedia, network computing infrastructures, networked systems management, office information systems, personal computing, rapid development solutions, strategic data management, systems software architectures, total cost of ownership of IT, information securities strategies, internet strategies, business process re-engineering, external service providers, management distributed computing and transition strategies. To maximize utility and benefits, deliverables should be tailored to include information via the web; publications access (e.g., research reports, systems data management, architecture support services, distributed computing, etc. Additional support must be available through industry and technology trend briefings, teleconference access services, and telephone inquiry support tailored to site-specific IT concerns. No Firm that accepts payment for advertising or endorsements from a provider of IT hardware, software, or services or has financial affiliations or partnerships with such a provider will be considered. HQ SSG intends to issue one or more Blanket Purchase Agreements (BPAs) to General Services Administration (GSA) Federal Supply Schedule (FSS) Class 70 firms with capabilities in most the above areas. Preliminary market research of more than 250 large and small business GSA FSS Class 70 firms, identified Gartner Group, Inc., Forrester Research, and Meta Group, Inc., as the only sources HQ SSG intends to invite to participate. If your firm currently holds a GSA FSS Class 70 schedule, meets the requirement, and has demonstrated capabilities and experience in most of the required areas, you may request a copy of the invite package for HQ SSG IT Consulting, Research, and Advisory Subscription Services, from HQ SSG/PKS-1, Attn: Mary Moon, 501 East Moore Drive, MAFB-Gunter Annex, AL 36114 (e-mail address: mary.moon@gunter.af.mil or phone: 334-416-3550). Identify in your request whether your firm is a large business, small business, very small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business, or service-disabled veteran-owned small business. This is not a formal solicitation under Federal Acquisition Regulation (FAR) Part 13 or FAR Part 15, but an invitation to compete for a BPA under the terms and conditions of your GSA FSS contract and in accordance with FAR Subpart 8.4.
