Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F04700-03-T-0041. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-13 and DFARs Change Notice (DCN) 20030331. This acquisition is a 100% Small Business Set-Aside. North American Industry Classification System (NAICS) IS 562211. Small Business size standard is $10M. This acquisition includes Contract Line Item Number: CLIN 0001, The contractor shall provide all labor, tools, materials, equipment, and transportation necessary to remove industrial waste from a 160ft X 140ft X 4ft pond located at the Air Force Research Laboratory at Edwards AFB CA in accordance with the below specifications: (a) Contractor shall remove approximately 1.0 - 1.3 million pounds of salt base solid material from an evaporation pond; (b) Contractor shall utilize plastic tools, so as not to damage the high-density polyethylene liner; (c) Contractor shall provide the means necessary to transport the debris off-site to a certified disposal facility; (d) Contractor shall comply with all state, federal, and local regulations pertaining to safety, health , environmental compliance, and transportation of its workers, subcontractors, and waste during the performance of the cleaning; (e) Contractor shall comply with Air Force Instruction (AFI) 32-7042, Solid and Hazardous Waste Compliance; (f) Contractor shall perform services within 10 days after date of contract. NOTE TO ALL PERSPECTIVE BIDDERS: A site visit will be held on 08 May 03 at 10:00 am at the location where services will be rendered. Attendance is not mandantory, but if you wish to attend please contact the POCs listed below to sign-up for the site visit. CONTRACTORS MUST COMPLY WITH DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 2000).
