- Description
- The Federal Highway Administration (FHWA) plans to award a sole source purchase order to the Specialized Carriers and Rigging Association (SC&RA) to develop a model pilot car driver-training program. The program will address how to conduct route surveys, maneuvering limitations of heavy-haul vehicles, the effects of fatigue on performance and the need to assess the dangers at railroad crossings, particularly for low-clearance vehicles. SC&RA will work with the FHWA to develop the product as well as the marketing and distribution plan. SC&RA members are engaged in specialized transportation, machinery moving and erecting, industrial maintenance and crane rental. SC&RA has firsthand knowledge of the motor carrier and state enforcement culture. SC&RA conducts an annual Oversize/Overweight Transportation Symposium that brings together specialized carriers, state and federal government official to address the most pertinent issues affecting oversize/overweight transportation. SC&RA is the only known contractor with a combination of these skill and abilities. Therefore, they are the only known contractor who can provide the required services. This is a Simplified Acquisition and the anticipated award date is on or about May 15, 2003.
