Description
See numbered notes 9, 13, and 26. This solicitation will be issued as a unrestricted procurement for the purchase of 5 items. The first two items: Tent, Arctic, 10-man Complete, NSN: 8340-01-059-4075 and Tent, Arctic, 10 man w/cover and liner, NSN: 8340-00-262-3684 shall be manufactured in accordance with Specification number MIL-DTL-12354G, dated December 21, 2000. The other three items: Tent, Hexagonal Lightweight with cover and liner, NSN: 8340-00-269-1374; Tent, Arctic, 5-man Complete, NSN: 8340-01-026-6095; and Tent Liner, for Tent, Hexagonal, Lightweight, NSN: 8340-00-262-3700, shall be manufactured in accordance with Specification number MIL-DTL-10035L, dated January 1, 2001. There will be a base year and four 100% quantity options. The required quantities and deliveries are as follows: 374 each of the Tent, Arctic, 10-man Complete with 5 deliveries beginning 120 days after date of award; 74 each of the Tent, Arctic, 10-man w/cover and liner with 2 deliveries beginning 240 days after date of award; 200 each of the Tent, Hexagonal Lightweight with cover and liner with 2 deliveries beginning 90 days after date of award; 1,065 each of the Tent, Arctic, 5-man Complete with 8 deliveries beginning 120 days after date of award; and 95 each of the Tent Liner, for Tent, Hexagonal, Lightweight with 2 deliveries beginning 210 days after date of award. Destinations are Defense Distribution Depot Barstow, CA and Defense Distribution Depot New Cumberland, PA. All materials will be furnished by the awardee. FAR Part 12 procedures will not be used. Best Value, Source Selection is required under this solicitation, the following evaluation factors are included in this procurement: Past Performance, Industrial Mobilization, Socioeconomic Considerations, DLA Mentoring Business Agreements, and Javits-Wagner-O?Day Act Entity Proposal (JWOD). Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
