Description
The Naval Air System Command intends to negotiate on a sole-source basis with Raytheon Technical Services Company (RTSC) 6125 East 21st street Indianapolis, IN 46219-2058. In 1996 NAWCAD Indianapolis was closed and privatized in-place in accordance with recommendations from the 1995 Defense Base Realignment and Closure Commission. Title to the preponderance of all personal property located at NAWCAD Indianapolis has been transferred to Raytheon. Raytheon possesses land and facilities formerly comprising NAWCAD Indianapolis under the terms of a long-term lease agreement with the City of Indianapolis acting by and through the Department of Metropolitan Development. The requirement will provide for the refurbishment of five (5) GFE AN/ALQ-99 Interim Band 2/3 Transmitter Assembly Units, which include the Microwave Amplifier (3274AS109) and interim support for the Interim Band 2/3 program. The tasks required to provide this interim support are composed of test, troubleshooting, repair, engineering, inventory control, testing aids, test equipment maintenance, procurement of shipping containers, engineering investigations, fleet liaison, technical consulting, logistic support, and spares procurement and/or repair as they relate to the AN/ALQ-99 Interim Band 2/3 Pod Kit program. The contractor shall provide overall project and financial management for all aspects of the Interim Band 2/3 program. Some of the tasks that will be performed are project execution, monitoring, and tracking, technical consulting, status report preparation, and financial management tasks. This requirement will be procured in accordance with FAR 6.302-(1)(2)(iii) services may beem deemed available only from the original source in the case of a follow-on contract when it is likely that award to any other source would result in substantial duplication of cost and/or unacceptable delays in fulfilling the Government's requirements. The term of the resulting contract is planned to be a one-year period with up to 3 one-year options. RTSC is the only known source that can provide the required integrated functional capabilities and services. Interested parties may submit questions relating to this requirement to the NAWCAD Patuxent River, Maryland. The Government retains the right not to compete this requirement based on responses to this notice. See Numbered Note 22.
