- Description
- The Bureau of Reclamation (Reclamation) is preparing a report on comprehensive water quality and quantity needs of the Red River Valley in North Dakota. Previous Reclamation studies have used the 1930's as the "design drought" for estimating potential future water shortages. Some individuals and entities have commented that the 1930's drought was an anomaly that is unlikely to occur again in the foreseeable future. Others have commented that a drought more severe than the 1930's should be considered. The objective of this contract will be to evaluate the effects of climatic cycles on streamflow within the Red River of the North basin. Using existing data, the contractor will develop drought severity indices and estimates of recurrence for droughts of varying intensities, including the 1930's and late 1980's. The contractor must submit a draft report to Reclamation by September 30, 2003. These data will be used by Reclamation as an aid in determining drought scenarios for hydrologic modeling. Competition is restricted to small business (NAICS 541690; size standard = $6.0 million average annual receipts).
