- NA The contractor shall furnish all labor, materials, tools, equipment, supervision, work and facilities necessary to Relocate a Base Entrance Road, 165th Airlift Wing, SAV IAP Savannah, Ga., Project No. XDQU029018. Construct a new entrance road with relate d facilities as shown on the drawings and specifications and approved through the contractor?s shop drawings. Construction of site grading and utilities as well as a detention/retention pond and related facilities. The estimated cost range of this projec t is between $1,000,000 to $5,000,000. The total construction performance time 270 calendar days after receipt of Notice to Proceed. The estimated solicitation issue date 15 May 2003. Estimated proposal closing date is 16 June 2003. Past Performance i nformation closing date is 2 June 2003. A firm-fixed price contract will be awarded. The contract will be awarded under Source Selection procedures specified in the solicitation. Evaluation factors include price, Past Performance and Technical requireme nts to include, but not limited to, the proposed work schedule in CPM format. This project is being procured on an UNRESTRICTED basis in accordance with the Competiveness Demonstration Program, however, small businesses, veteran-owned businesses, service- disabled veteran-owned businesses, HUBZONE Small businesses, small disadvantaged businesses are encouraged to participate. The HUBZONE preference IAW FAR 19.1307 applies. The North American Industry Classification System (NAICS) Code is 234110 and the Si ze Standard for Small Businesses is $28.5 million annual receipts for the past 3 years. A small Business subcontracting plan will be required if the offeror is a large business and must be submitted with offer. The solicitation package will be issued via the web only. All amendments, site visit minutes and questions will be posted on the web. There is no charge for the solicitation, plans and specifications, which will be available at the following internet site: http://www.starc.dod.state.ga.us/ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at the site. Prime contractors must be registered in the Central Contract Registration as: http://www.ccr.com to be eligible for award. There will be a preproposal conference tentatively scheduled for 21 May 2003. Interested contractors are encouraged to attend and should contact USPFO for Georgia Contracting Office at: Oliver.gills@ga.ngb.army.mil via email not later than 20 May 2003 for clearance at the main gate. Information required for clearance will be in the solicitation. Place of performance is 165th Airlift Wing, SAV IAP, Savannah, Georgia.
