Description: 311 HSW/YA intends to award a sole source contract to Calspan Univ of Buffalo Research Center (CUBRC) to perform chemical surety testing for the JCAD Program. The JCAD detector will be used on multiple DOD platforms including: individual personnel, tracked vehicles, wheeled vehicles, ships, fixed-wing and rotary-wing aircraft, and fixed site installations. CUBRC is properly licensed and currently configured for the handling of chemical warfare agents, and has demonstrated the capability to generate the environmental, interferent, and chemical warfare agent conditions specified as follows: Chemical Warfare Agent Concentrations: * VX - 1.0 mg/m3 to 0.001 mg/m3 * GA, GB, GD, and GF - 1.0 mg/m3 to 0.001 mg/m3 * HD, L, and HN3 - 20.0 mg/m3 to 0.02 mg/m3 Operational Environment: * High temp operation to 49 degrees Celsius * Low temp operation to 0 degrees Celsius Interferent Generation: * JP-8 * High Sulfur Diesel Fuel * Ethylene Glycol * Diesel Exhaust * Fog Oil Vapor * Decontaminating Solution 2 Vapor
