Description
The Air Armament Center (AAC), Eglin AFB, FL intends to solicit and award a Sole Source, Firm-Fixed Price contract to Analysis & Computer Systems, Inc. (ACSI), 1 Van de Graaff Drive, Burlington, MA 01803, 1-781-272-8841. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. The reference number is F33TFS31050100 and is issued as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) code for this acquisition is 541512, with a small business standard size of $21M. Please identify your business size in your response based upon this standard. The requirement is for upgrade to an existing Multi-Link System Exerciser (MLSE) for datalink testing in the Datalinks Test Facility (DTF) at Eglin AFB FL. CLIN 0001, Multi-Link System Exerciser (MLSE) upgrade. The MLSE is a command and control simulator that has the capability to send and receive messages from aircraft, as well as generate and playback pre-scripted scenarios. This upgrade is necessary to provide new messages that will be needed for Fighter Data Link (FDL) testing for the F-15E aircraft, and is critical to performing current MIL-STD datalink testing. The function of the MLSE is essential for Link-16 testing to evaluate message processing of the FDL terminal. The JTIDS Test Device (JTD) is currently used to test FDL on the F-15C/D aircraft, but the additional messages for the F-15E are not currently available on the JTD. The MLSE shall be compatible with the MLSE hardware and software currently installed at Boeing?s St. Louis facility for F-15 Testing. These items are to be delivered FOB Destination at Eglin AFB, Florida, 30 days after award of contract.
