- Description
- The Federal Highway Administration (FHWA) plans to award a sole source purchase order to Texas Transportation Institute (TTI) to develop a ?White Paper? on Retroreflectivity. TTI?s principal investigator on the project will be Dr. Paul Carlson. Dr. Carlson has evaluated prior research on the retroreflective requirements of traffic control signs. His knowledge of retrorefelctive materials, and grasp of the interactions between drivers, vehicle headlights, sign materials and the performance of the signs, coupled with his participation in national and international organizations is unmatched. The work will be documented in a manner to permit the FHWA to determine if additional research is required. Dr. Carlson is the only known source that possess the knowledge of both the Federal regulations, as well as ongoing efforts in the field of retroreflection. Therefore, no other known source is available to provide the required service. This is a Simplified Acquisition and the anticipated award date is on or about May 13, 2003.
