Description
The U.S. Department of Labor, Employment and Training Administration (DOL/ETA), intends to award a sole-source basis contract. The incumbent contractor is The National Quality Research Center (NQRC) at the University of Michigan Business School. The period of performance shall be twelve (12) months from the date of execution. The contractor shall provide a license for the American Customer Satisfaction Index (ASCI) name and the methodology to the (AGENCY AND STATE) for DOL/ETA use in meeting the Workforce Investment Act customer satisfaction requirements. The NQRC will provide the weights for states? use in calculating their own ACSI stores for substate, or local, areas for each year of this agreement. For Hawaii or Alaska, no state weights are available so national weights will be supplied for use for substate, or local, areas for these states. Qualified sources that are interested are invited to submit a Statement of Capability (SOC), not to exceed ten (10) pages in length, within fifteen (15) days of this publication. The SOC should demonstrate the interested source?s experience in the areas of job seekers of state and local agencies that provide employment and training activities. The Department of Labor requires that the States use a standard measurement tool so that stores can be compared between states. Additionally, the Workforce Investment Act [WIA Section 136(b)(3)(A)(I)d] requires there be at a minimum, be expressed in an objective, quantifiable, and measurable form; and show the progress of the state toward continuously approving in performance. Responses to this synopsis must be in writing. No telephone inquiries will be accepted. Responses must include the SOC and reference the synopsis number PAR 03-1355, and DOL contact, Ms. Vera R. Montague, Contract Specialist, 200 Constitution Avenue, N.W., Room C-4310, Washington, D.C. 20210. No award will be based on any offer or proposal received in response to this notice.
