Description

The U.S. Department of Commerce, National Institute of Standards & Technology (NIST), proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the Foundation for Research on Information Technologies in Society (ITIS) of Zurich, Switzerland for the preliminary dosimetry for the reverberation chamber setup developed by NIST. This non-personal services contract will be done in 3 tasks. TASK 1: Numerical Study of Phantom Absorption - Experiments to investigate the coupling of RF fields to phantoms in a reverberation chamber to be conducted at NIST. TASK 2: Numerical Study of Animal Absorption - Information on whole-body average specific absorption rate (SAR) to be expected in actual animals (rats and mice). TASK 3: Document Results - A final report of all results will be delivered to NIST. Results will be made public and may be published in peer-reviewed journals as well as conferences and workshops. ITIS is an international leader in the area of bio effects related to electromagnetic fields. Over a period of years, ITIS has built up very precise models of rats and mice using high resolution MRI-scans. Numerical simulations need to be completed by the middle of FY 03, therefore, it is important to use existing animal models. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned.. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
