Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. Solicitation number RFQ NR-MA0006-3-00034 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This procurement action is full and open. The associated North America Industry Classification System is 532411. A firm is a small business for the purpose of this requirement if it size standard is $6 million. National Oceanic and Atmospheric Administration (NOAA), Office of Ocean Exploration (OE) requires services for an expedition to the North Atlantic mid-ocean ridge for a census of marine life and a marine archeological site. The contractor shall provide accommodations for eight (8) NOAA selected scientists aboard a research vessel with at least 200 feet between perpendiculars, and equipped with two manned submersibles. The equipment required on the submersibles is detailed in the attached Statement of Work (SOW). The period of performance shall be from date of award to July 5, 2003. The Federal Acquisition Regulations (FAR) web site is www.arnet.gov/far/loadmainre.html. The provision at FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and there are no addenda to this provision. The provision at FAR 52.212-2 Evaluation-Commercial Items (JAN 1000) applies: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (I) demonstrated ability to furnish the required equipment; (ii) price; and (iii) key personnel. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and there are no addenda to this provision.
