- DELAY OF SOLICITATION - SOLICITATION NRCS-MI-14-03 T0 BE AVAILABLE ON OR ABOUT MAY 12, 2003. The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for Soil Conservation Technician Services. This is an OMB Circular A-76, Cost Comparison Study. The purpose of this study is to determine the most cost effective method of providing soil conservation technical services in Kingsford, Bad Axe, Adrian and Hastings, Michigan. These services are currently provided by Government personnel. In accordance with OMB Circular A-76, commercial offers will be compared with the Government's costs to perform these services. The commercial proposals will not result in a contract if Government performance is determined to be more cost effective. Major components of this work include: preparing and assisting in the preparation of formal conservation plans in accordance with the National Planning Procedures Handbook (NPPH), the Field Office Technical Guide (FOTG), and all associated manuals and handbooks that support these documents; preparing contracts for program funding, contract modifications, contract payment applications and supporting documentation; performing conservation practice field investigations, surveys, design, construction layout, and final inspection of practice installation, documenting practice application according to policy and procedure; and coordinating activities with other federal, state, and local units of government and private groups and organizations. Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest price technically acceptable selection process will be used with any resulting award being firm fixed price service contract. Technical and cost proposals will be required. This solicitation is being solicited unrestricted. NAICS Code is 541990; Size Standard $6.0 million. The solicitation will be available on or about May 12, 2003 and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov Instructions for downloading the solicitation are available at this website. All responsible sources may submit a proposal, which shall be considered by the Agency. The U.S. Government reserves the right to retain the work in-house and make no contract award.
