Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) Solicitation number COW-3-R-0043 is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-13. (iv) All potential offerors shall submit quotations for all of the service areas specified in Section v of this solicitation. The government will consider all offers on an unrestricted basis. If a minimum of two offers from qualified small business concerns are not received, the award for the area specified in Section v will be made on the basis of full and open competition from among all responsible business concerns submitting offers. The North American Industry Classification System (NAICS) is 511210. (v) The contract line item is CLIN 001- CD-ROM (single or a set) containing all the legal reference materials listed in section (vi). Quantity 500 each for the base year and 500 each for four (4) option years. (vi) SCOPE AND GENERAL REQUIREMENTS: The Bureau of Immigration and Customs Enforcement has a requirement for legal reference materials on CD-ROM. The CD-ROM shall be (a) Fully compatible with all Windows Applications, (b) Suitable for network installation for 10 users, (c) Suitable for download onto a stand alone computer, (d) Each CD should have 10 site licenses, (e) Include a Tutorial feature, (f) provide search and print capabilities (g) must be user friendly, (h) should not require access to the internet, (i) provide service support for users and installers, (j) provide quarterly reports, (k) provide user instruction manuals for CD-ROM, and (l) provide installation instruction manual, along with a quick install reference guide . List of legal reference materials to be included on CD-ROM: (1) Constitution of the United States of America ; Analysis and Interpretation. The Government reserves the right to award on an all or none basis. At a minimum, proposals shall include a proposal on Company letterhead, signed, or a SF1449 for requested items. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror, Representations and Certifications-Commercial Items, with their proposal. (xi) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, is incorporated by reference. (xii) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commerical Items, is incorporated by reference. (xiii, xiv & xv not applicable) (xvi) Responses to this solicitation are due no later than May 7, 2003 by 1:00 p.m. Eastern Standard Time.
