Description
The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Washington, DC intends to negotiate a Firm Fixed Price contract for prenatal diagnosis through genetic testing in support of the National Naval Medical Center, Bethesda, MD. This contract will be awarded as using FAR Part 12 and 13. The FSC code is Q301 and the NAICS Code is 621511. 1. BACKGROUND. The contractor shall be responsible for pick-up of non retrievable specimen testing on fetal tissues and blood chromosome analysis via daily routine courier Monday through Saturday between the hours of 1500 and 1630 (3:00 pm and 4:30 pm). In rare instances the contractor shall be available to provide pick-up ?stat? specimens 7 days per week, 24 hours per day, at no additional charge to the Government. The stat specimen shall be picked up within one hour. The Government anticipates the number of occurrences for stat specimen pick-up to be very infrequent. The contractor shall carry dry ice for specimens that require freezing and wet ice for specimens that require refrigeration. Specimens other than ambient room temperature shall remain in their respective environment (e.g., frozen or refrigerated) throughout the process of pick-up to delivery to the Contractor?s facility. The Contractor shall utilize bar-coding technology to identify when a sample was picked up and it shall continue throughout the process from processing of the specimen, to reporting, and disposal of the sample(s). The contractor shall inform the command immediately of any specimen that has been broken, leaked, or has otherwise been compromised during transit or processing. A report of test results via facsimile followed up with a hard copy report delivered to the command is required. This contract will consist of a base period beginning date of award through 30 Sept 2003 with three one year option periods. FAR clauses 52-217-9 ?Option to Extend the Term of the Contract? (MAR 2000) and 52-217-8 ?Option to Extend Services (Nov 1999) will be included.
