- Sole Source: In accordance with (10 USC 2304(c)(1), as Implemented by FAR 6.302-1 Only one responsible source. Southwest Research Institute PO Drawer 28510/6220 Culebra Road San Antonio, TX 78228-0510 Description This is a Request for Proposal Synopsis. Hill Air Force Base, Utah has a requirement for Robotic Paint Stripping Cell (RPSC) Maintenance. Contractor shall provide all personnel, equipment, tools, materials, parts, supervision, and all other items and services necessary to perform RPSC. The above authority is selected because Southwest Research Institute, Inc. is the only source with the technical knowledge to maintain the RPSC. Southwest Research Institute designed and constructed this system in 1991 through a research and development program. This proposed acquisition covers labor and material to maintain the RPSC located at Hill AFB, UT bldg 220. The performance. Period of performance Basic Year with four one-year option periods.
