Description
This is a combined synopsis/solicitation for commercial items or services in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation No. (RFQ) R-9075-00-3-00. The North American Industry Classification System (NAICS) code is 334516. The Food and Drug Administration is soliciting for the following equipment: An OmniLog System. The integrated system must be user friendly, automatically interpret results and report identification. The integrated system must meet the following specifications: 1). An integrated system that utilizes MicroPlate test panels. 2). Must have the capacity to simultaneously read, incubate and interpret 50 MicroPlates. 3). The manufactured preset software. 4). The integrated system must have the capability to identify 2,000 bacteria, yeast, and filamentous fungi species/taxa, using five different MicroPlates. 5). Must utilize MicroPlate?s that have at least 95 discrete carbon sources that are utilized for identification and characterization by the system. 6). The integrated system must be IBM compatible with a personal computer. 7). It must have Data management software with self-diagnostic capability. The software must also have the capability of performing cluster analysis and allow the user to build and search customized databases. 8). The library must include the following species ? environmental, marine, veterinary, agricultural and clinical microorganisms. 9). Microlog 2 v4.2 Upgrade. . APPLICABILITY OF FAR PROVISIONS: the following Federal Acquisition Regulation (FAR) provisions and clauses apply to this solicitation and are incorporated by references. 52.203-6 Restrictions on Subcontractor Sales to the Government with Alternate I (41 U.S.C. 253g and 10 U.S.C. 2402). 52.212-1 Instructions to Offerors ? Commercial Items, for paragraphs a, b, and c. Cooperation with Authorities and Remedies (E.O. 13126). 52.222-21 Prohibition of Segregated Facilities (FEB 1999). 52.222-26 Equal Opportunity (E.O. 11246) (APR 2002). 52.222-35 Affirmative Actions for Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212). 52.222-36 Affirmative Action for Workers with Disabilities (29 U.S.C. 793). 52.222-37 Employment Reports on Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (U.S.C. 4212). 52.225-1 Buy American Act ? Balance of Payments Program ? Supplies. 52.232-18 Availability of Funds. 52.232-34 Payment by Electronic Funds Transfer ? Other than Central Contractor Registration (31 U.S.C. 3332). 52.233-3 Protest after Award (31 U.S.C. 3553). It is the government?s intent to negotiate on a sole-source basis with Biolog, Inc., 3938 Trust Way, Hayward, CA 94545. Offers are due on or before May 8, 2003, 3:00 p.m. local prevailing time in Jefferson, Arkansas. An official authorized to bind the Offeror must sign the terms and conditions of the offer. Offerors that fail to finish required representations and certifications, or reject the terms and conditions of the solicitation, may be excluded from consideration. Award will be issued to the offeror that provides the best value to the government and whose proposed equipment meets all specifications as referenced above.
