- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is 03-AA-20030-0231 and is being issued as a Request for Quotations (RFQ). The NAICS number is 334511, “Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.” This is a full and open competition; there will be no set-aside requirements. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition and includes the requirement to submit Representations and Certifications found at FAR 52.212-3. Offers will be evaluated and awarded based on “best value.” Evaluation factors include price, availability for delivery within two weeks of award, and warranty. The following clauses apply: (1) 52.212-4, Contract Terms and Conditions-Commercial Items; (2) 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive orders; and 52.252-2 Clauses Incorporated by Reference (FEB 1998) [The full text of a clause may be accessed electronically at www.arnet.gov/far ]. Offers are due April 25, 2003 at no later than 3:00 P.M . Central Time, at the following address: Drug Enforcement Agency, Office of Aviation Operations, Attn: Louis Scott, 2300 Horizon Drive, Fort Worth, TX 76177-5300. Offers may also be faxed to 817-837-2249. The Administration will consider proposals from all responsible sources. REQUIREMENT: The Drug Enforcement Administration (DEA) has a requirement for an Aircraft Microwave Receiver Package to include: a portable briefcase receiver unit with an internal encrypting device whose codes can be changed and an installed internal battery with a minimum 8 hour operating time that can be recharged by either AC power or by DC power and having the capability of receiving broadcast quality microwave video and audio signals; a six-inch flat screen monitor with four DA video and four DA audio outputs; a hand held portable microwave antenna with a minimum of 10 feet of cable; a 12 volt cigarette lighter cable and plug; and an AC power connector and cable. The contractor shall give, at a minimum, a one year manufacturer’s warranty, a copy of which must be provided as part of their offer. Offerors shall also provide a statement of capability that defines their product’s ability to meet the requirements of the Government.
