Description
The Stratton VA Medical Center, Albany, NY is seeking qualified Architect-Engineering Firms to provide Multiple Discipline Design Services for various renovation projects. Design services will include observations, reviewing existing data, calculations, preparing drawings and specifications, construction period duties and site visits. Firm must have in-house staffing for all plumbing, heating and air conditioning disciplines including supervisors, designers, drafters, specification writers, typists and estimators. It is preferred that firms have a qualified Industrial Hygienist on staff, or, at a minimum, available through subcontract arrangement, in the event that asbestos is identified in the area of renovation. Interested Firms must have working offices within a 90-mile radius of the Albany, NY City limits. The Government intends to award a firm fixed-price AE IDIQ contract for the base period of April 1, 2003 through March 31, 2004, with four (4) yearly renewal options. The following Evaluation Criteria will be used during the A/E selection process; (l) Specialized experience of the firm to perform the work required; (2) Capacity of the firm to perform the work within required time frames; (3) Past performance; (4) Specific experience and qualifications of the proposed personnel assigned to the Project Design Team; (5) Geographic location of the firm's working office in relation to the renovation site; (6) Demonstrated success in prescribing the use of recovered materials, and using waste reduction and energy efficiency in facility design, and (7) inclusion of minorityowned consultant(s) and/or women-owned consultant(s). Firms desiring consideration must submit appropriate data as described in Numbered Note 24 by Close of Business December 30, 2002. NAICS Code 541310, Architectural Services has been assigned to this acquisition, containing a Small Business Size Standard of not more than $4.0 Million Dollars Average Annual Gross Revenues for the past 3 fiscal years.
