- Description
- The Fleet and Industrial Supply Center Norfolk Detachment Philadelphia intends to procure through a best-value full and open competition, non-personal engineering and technical support services in support of the U.S. Joint Forces Command, Joint C4ISR (Command and Control, Communications, Computers, and Intelligence, Surveillance, and Reconnaissance) Battle Center (JBC). The contractor shall support the JBC in establishing, maintaining, and extending the current realistic Joint Task Force laboratory environment for the assessment of existing and near-term technology insertion for the joint war fighter, in developing appropriate projects, designing, continuing and expanding the current assessment process for assessing the appropriate projects, assessing the projects and reporting the results of the assessments. The proposed requirement is being processed on an unrestricted basis and will result in a Cost Plus Fixed Fee, Indefinite-Delivery, Indefinite-Quantity Contract. The solicitation will have a base period of performance commencing 01 October 2003 through 30 September 2004, with four one-year option periods. The solicitation will require the submission of cost/price and technical proposals. The solicitation will consider the offerors?s technical proposal more important than their cost/price proposal. The applicable NAICS code and small business size standard are 541512 and $21M, respectively. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The solicitation will be made available electronically upon its release at www.neco.navy.mil. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. The closing date for receipt of proposals will be established in the RFP. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. The Government will not pay for information received.
