Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. A SOLICITATION IS NOT AVAILABLE AT THIS TIME. REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Naval Air Systems Command, U.S. Marine Corps Light Attack Helicopter Program Office (PMA-276) is conducting market research to determine the existence of potential business sources capable of producing and delivering a Non-Development Item (NDI), qualified UH-1Y Helicopter Troop Seat System. A seat system consists of 10 seats with mounting hardware. The government intends to solicit and negotiate with only one known source (Skyline Industries of Fort Worth, TX) under the authority of Federal Acquisition Regulations 6.302-1. A determination by the Government whether or not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A firm fixed price type contract is contemplated. The anticipated award date for the contract is November 2003. The contract will be for the production of approximately 6 seat systems with an option for an additional 4 seat systems. Deliveries shall commence approximately 12 months after contract award or option exercise. To be considered a viable alternative the NDI system must include all aircraft interface/mounting provisions and must meet the following Critical requirements: (1) Accommodate an anthropometric population range of an equipped 95th percentile male troop (241 pounds) down to an unequipped 5th percentile female troop (110.1 pounds); (2) Be capable of withstanding the following ultimate load factors (g), in both fwd and side facing installations, without structural failure while holding the maximum weight of the occupant range ---- Longitudinal (x) Axis--Applied Separately (+20/-15) and Applied Simultaneously ( +20 +20), Vertical (z) Axis--Applied Separately (+20/-10) and Applied Simultaneously ( -10 +20), Lateral (y) Axis-- Applied Separately (+/-10) and Applied Simultaneously ( +/-10 +/-10); (3) Provide a level of crash protection for the full weight range such that the lumbar force requirements are not exceeded in crash conditions (See Draft Troop Seat System Specification); (4) Have an installed system weight not greater than 190 pounds for 10 installed assemblies. Interested parties may obtain a draft Troop Seat System Specification by submitting a request via electronic mail to GrayPK@navair.navy.mil. Contractors must have a Helicopter Troop Seat System that meets the critical requirements of the UH-1Y Troop Seat System, is qualified to Navy or equivalent standards, and data to support qualification claims. Contractors must also be capable of providing sufficient technical data and publications to provide for adequate support of the system if fielded and must demonstrate experience with manufacturing and delivering helicopter troop seat systems. Interested parties may submit a capabilities statement that addresses their firm?s ability to meet the UH-1Y Troop Seat System requirements with a fully qualified NDI system and their firm?s previous experience in the production of similar types of helicopter troop seat systems at the production rate identified above. The capabilities statement shall not exceed 10 pages in length, single-spaced, 12 point font minimum and shall be submitted within 30 days of the date of the publication of this sources sought announcement. The capability statement package shall be submitted via electronic mail to GrayPK@navair.navy.mil. This announcement is not a Request for Proposal. The Government will not reimburse any cost associated with providing information in response to this announcement and any follow-up information requests.
