- Non personal Construction Services: The Government intends to award an indefinite delivery, indefinite quantity (IDIQ) contract with two option periods to repaint static aircraft displays at Nellis AFB NV. The contractor shall be required to provide all management, tools, supplies, materials, equipment and labor necessary to properly prepare and paint a minimum of one (1) and a maximum of seven (7) static aircraft displays as may be ordered by the Contracting Officer during the term of the contract in a manner that will return them to their original configuration and maintain a satisfactory exterior condition. Preparation includes washing and stripping of lead base paint (on 6 of the 7 aircraft). A polyurethane, system that is proven UV resistant shall be used to repaint the aircraft. All tasks performed shall be accomplished in a workmanlike manner and in accordance with the terms and conditions of the contract and all applicable federal, state, and local regulations. The solicitation is restricted to small business firms. The NAICS code is 238320 with a small business size standard of $12 Million average annual receipts for the last three fiscal years. The estimated magnitude of construction for all aircraft is between $100,000 and $250,000. Award will be based on a price, past-performance trade-off (PPTO) evaluation. The solicitation issue and opening dates are tentative. The solicitation will be issued in electronic format only through the FedBizOps electronic posting system (www.fedbizopps.gov). Paper copies will not be available. Prospective offerors must be registered in the Central Contract Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number. Contractors may access the CCR at http://www.ccr.gov/ . Recommend registering immediately in order to be eligible for timely award.
