- NA The John A. Volpe National Transportation System Center (Volpe Center) intends to negotiate on a sole source basis, under authority of 41 U.S.C 253 (c)(1), FAR 6.302-1, Only One Responsible Source with Integrated Management Services, Inc. The applicable NAICS code for this procurement is 541519 and the small business size standard is 18 Million. The objective of this procurement is to provide software upgrade to the (SAVI) product. The upgrade will include both functionality and data content refresh to the existing system. The contractor will provide consulting, programming, and system analyst support to the Volpe Center. This software product will contain FAA log graphics, photos, and policies and data content that are to be provided by the FAA and Volpe Center. This contractor will provide for User Acceptance Testing. The software upgrade consist of the following: Email notify non-completion ? Add a non-completed Admin report that gives option to send email to those users. Email notify failure to initiate a SAVI session Re-Entry sign on functionality ? after a user registers, the next time into SAVI ask them only to input limited key identifying information (e.g. SSN, see item 4), then have SAVI show them their full information to confirm that is who they are prior to further entry. If it is not, take them back to the sign on. Add email input block to sign on. Add to DB and Admin reports. Add last 4-digits of SSN to sign on. Add to DB and Admin reports. Add location (LOB) pull down after LOB for sign on. Add this to DB and Admin reports. Add option on Ad min report to show FAA staff all on one page (i.e. no page breaks) Restrict access in Admin reports so LOB managers can only see their LOB data. Replace Flash Video with new introduction. Create Link Pages for other LOBs Add online help ? Add help item to left menu bar, it will open a window with help by topics and a search for keyword in topics. IMSI will produce all the help information Need stand-alone version of SAVI for demos. Add a (unique) course number to certificate. Can be last name w/ date course taken. Add key post 9-11 security events Replace introduction information screens Replace quiz questions that have a 60% or greater failure rate. Replace Jeopardy questions and answers. Revise grammar and punctuation from original installation Add Facility (Physical) Security Chapter Add Personnel Security Module Add FITSCAP/NIACAP content Update glossary Revise introduction screen with text and graphics. Revise Biometrics Include PKI and Federal Bridge content Revise Congratulation screens Replace FAA Administrator quotes as provided by FAA. Replace title page images. Replace Jeopardy certificate. Add AIS information Add Policies and Guidelines information Add Cert & Accredit information Add new content and graphics ? FAA to provide language mark up and graphic files. Revise password guideline content Revise remote access to add VPN Chapter 5 Slide 7 ? revise per FAA markup THIS IS NOT A REQUEST FOR COMPETIVE PROPOSALS. Interested firms have fifteen (15) days from the date of publication of this Synopsis, to submit in wr iting, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) calendar days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender. A determination by the Government to not compete this proposed effort on a full and open competitive basis is solely with the discretion of the Government.
