- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is 03-AA-200300230 and is being issued as a Request for Quotations (RFQ). The NAICS number is 334511, ?Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.? This is a full and open competition; there will be no set-aside requirements. The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Items, applies to this acquisition and includes the requirement to submit Representations and Certifications found at FAR 52.212-3. Offers will be evaluated and awarded based on ?best value.? Evaluation factors include price, availability for delivery and installation within 30 days of award, and warranty. The following clauses apply: (1) 52.212-4, Contract Terms and Conditions-Commercial Items; (2) 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive orders; and 52.252-2 Clauses Incorporated by Reference (FEB 1998) [The full text of a clause may be accessed electronically at www.arnet.gov/far ]. Offers are due April 25, 2003 at no later than 3:00 P.M. Central Time, at the following address: Drug Enforcement Administration, Office of Aviation Operations, Attn: Louis Scott, 2300 Horizon Drive, Fort Worth, TX 76177-5300. Offers may also be faxed to 817-837-2249. The Administration will consider proposals from all responsible sources. REQUIREMENT: The Drug Enforcement Administration (DEA) has a requirement for an Aircraft Microwave Antenna Transmitter Package consisting of a transmitter embedded with an encryption device whose codes can be changed, a microwave control head and a retractable high gain omni-directional antenna. The control head shall allow remote control of the transmitter and shall have indicator lights easily readable by the pilot that show when the antenna is up or down. The antenna shall operate at frequency ranges at a minimum of 6.4 to 6.5 GHz and shall be capable of being connected to the high power microwave transmitter that has an output of 10 watts of power. The transmission signal shall be of broadcast quality. The combined antenna , actuator, and transmitter shall have a quick release feature that can be easily removed to ensure portability to both fixed wing and rotor wing aircraft. Additionally, in accordance with FAA regulations, the contractor shall install the necessary wiring and microwave control head in two aircraft, to be determined, and shall install the combined antenna, actuator and transmitter in one aircraft. Storage container(s) shall be provided to house the portable components of the microwave transmit package. This package shall include training of up to two people at the installation site. The contractor shall give, at a minimum, a one year manufacturer?s warranty, a copy of which must be provided as part of their offer. Offerors shall also provide a statement of capability that defines their product?s ability to meet the requirements of the Government.
