Description

Telephone (704)373-5425 ? e-mail address mllaney@duke-energy.com 2. The Underground Mechanical Utilities Subcontract will be established as a small business set-aside. All parties interested in receiving a formal solicitation package must be an approved and pre-qualified subcontractor. The DCS Vendor Pre-qualification Profile can be obtained through the Point of Contact (POC) identified in Note 1 above or via the Web at www.dcsmox.com. The following information is applicable to all potential subcontractors: (a) Project Title: Mixed Oxide Fuel Fabrication Facility. (b) The MFFF Project Site is a Drug Free Workplace and all successful subcontractors will be subject to a pre-site access alcohol and drug screening. (c) All successful subcontractors will possess an Interstate Experience Modification Rate (EMR) of 1.0 or less for the previous full three (3) year period or provide an explanation of mitigating circumstances. (d)The successful subcontractor will be required to furnish performance and payment bonds. (e)he successful subcontractor will be required to comply with the Office of Federal Contract Compliance Programs goals for employment of protected classes of individuals. (f) The NAICS code for this solicitation is 234910. Small Business Administration (SBA) exceptions to its ?affiliation? rules at 13 Code of Federal Regulations (CFR) ? 121.103 are in effect. Qualified companies are encouraged to establish such joint ventures or teaming arrangements for the planned acquisition, and to obtain early vendor pre-qualification from DCS as stated above. 4. The magnitude for the Mixed Oxide Fuel Fabrication Facility Underground Mechanical Utilities Package, includes scope inside and outside the MFFF fence line and is estimated to be between $1,000,000.00 and $5,000,000.00 with an estimated completion of Two Hundred (200) calendar days after issuance of notice to proceed. 5. A formal solicitation is scheduled to be issued in the near future. 6. Following is a synopsis of the Summary of Work: The work to be performed under this subcontract shall consist of furnishing all labor, materials and equipment to perform underground mechanical utilities activities for Duke, Cogema, Stone & Webster (DCS) to construct the Mixed Oxide Fuel Fabrication Facility (MFFF) located near F Area on the DOE Savannah River site. The construction site is near Aiken, South Carolina. The level of quality established for this scope of work is Quality Level 4 (Non nuclear). The quality levels will be detailed within the terms and conditions of the solicitation. All work shall be performed in compliance with all local, state, federal and site requirements and regulations. The Underground Mechanical Utilities subcontract includes the following major activities: Install all underground domestic water, sanitary sewer, service water piping, and fire protection piping. Installation includes tie in to existing underground piping outside of the Mixed Oxide Fuel Fabrication Fuel Facility fence boundary, all underground piping within the MFFF boundary up to a location approximately 5 feet outside of future buildings. Tie-ins to the building will be performed by others. The subcontractor may be required to order concrete including independent sampling and testing from a DCS Indefinite Delivery Indefinite Quantity subcontract as soon as it is established. The notice to proceed for this scope of work is estimated around the December 2003 time frame.
