Description
The U. S. Department of Energy (DOE), Richland Operations Office,= requires the deactivation and environmental restoration of the Fast Flux Test Facili= ty (FFTF), a 400 megawatt liquid metal cooled test reactor. The reactor, which has not operated since 1992, is located on the Hanford Site near Richla= nd, WA. It is DOE?s intention to accomplish this acquisition as a total small business set-aside. Accordingly, the purpose of this announcement is to solicit= expressions of interest from qualified small businesses or consortiums = of small businesses capable of performing a majority of the work. Substantial subcontracting to large businesses is permitted provided not less than = 51% of the total work is performed by small businesses.. Note: If more than = one firm will be involved, be sure to include the capabilities of the other firm= s and identify which aspects of the work will be performed by each firm. Business arrangements to perform the work include: =B7 A single small business performs a majority of the work on its own = as a prime contractor. =B7 An affiliation/team of small businesses performs the entire or majo= rity portion of the work as a prime contractor; or =B7 A single or affiliation/team of small businesses join with a large business entity (or entities) to perform the work (provided small businesses per= form not less than 51% of the work). This acquisition is classified under North American Industry Classifica= tion System (NAICS) Code 562910, Environmental Remediation Services, size standard 500 employees. Summary Description of the FFTF Closure Project: The activities required to achieve the closure of the FFTF can generall= y be grouped into facility deactivation, sodium disposition, and facility decommissioning. The scope of each of these activities is individually= described below. Currently, only the deactivation and sodium dispositi= on activities are authorized. Specific facility decommissioning activitie= s will be defined after a formal regulatory decision process. However, the schedule for this work is expected to be fully integrated. The project includes= the deactivation, sodium disposition and facility decommissioning of the FF= TF plant and the general-purpose support buildings located within the 400 Area o= f the Hanford site. Facility Deactivation: Deactivation will remove from the FFTF 169 irradiated fuel components stored in sodium filled fuel storage vessels and packag= e them for approved storage. An additional 18 interim storage casks containin= g irradiated fuel are to be relocated to alternate storage on the Hanford= Site. The FFTF Closure Project does not include the ultimate disposition of t= he fuel. Deactivation will also involve the removal of approximately 260,= 000 gallons of liquid metal (mostly sodium) from the reactor systems, the t= wo fuel storage vessels, and their auxiliary systems. The FFTF plant, associat= ed support buildings, and associated operating systems and equipment are t= o be deactivated and prepared for decommissioning. Sodium Disposition: The 260,000 gallons of bulk sodium is to be dispositioned. Any environmentally compliant approach to this task is acceptable. The= contractor will have the option of transferring the bulk sodium to Argo= nne National Laboratory -West (ANL-W) Sodium Processing Facility in Idaho t= o be converted to sodium hydroxide and subsequent return and use of the converted material by the DOE Office of River Protection in the treatment of high-level tank waste at Hanford. The residual sodium is also to be removed from = the plant systems and appropriately dispositioned. Facility Decommissioning: The buildings comprising the FFTF closure pro= ject are to be demolished. A decision on the final end state of the FFTF site h= as not been made. Alternatives range from removal of contaminated structures = and equipment for disposal in another area of the Hanford Site to demolitio= n and entombment in place. Estimated Value The estimated value of the contemplated acquisition is more than $500 million. Content of Responses The purpose of this notice is to ascertain the extent of interest and capability of the small business community related to the contemplated acquisition. Large businesses should not respond to this announcement,= but may consider teaming with a small business or consortium of small businesse= s. Interested small businesses are requested to submit a Statement of Capability including the following information: =B7 Name of firm(s) (including address(es)) =B7 Point of Contact (name, telephone number and e-mail address) =B7 Small business status of the firm(s) =B7 Relevant experience of the firm(s) within the last five years to th= e requirements of this project =B7 Capabilities of the firm(s) to perform the contemplated work. The Statements of Capability are not intended to be proposals, but rath= er the information will be used by DOE in determining the viability of setting= aside this acquisition for small business.
