Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. A written solicitation will not be issued. This solicitation, number N00259-03-T-0051, is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-13. This is a NON-PERSONAL SERVICE solicitation issued in accordance with FAR 12 & 13. The contractor shall provide CLIN 0001: ONE DATA COORDINATOR in accordance with the statement of work. Quantity: 1200 hours. Not to exceed 30 hours a week. Period of performance: 01 May 2003 – 30 April 2004. Must be a licensed Registered Nurse with a Masters degree in Nursing (preferred) and five years of clinical experience OR a baccalaureate degree in nursing and five years of clinical experience in nursing. Experience in clinical nursing research (preferred, but optional). Required licenses, certification or registration: Current licensed registered nurse and Basic Cardiac Life Support (BCLS). JOB SUMMARY: Responsible for performing accurate and timely collection and reporting of data for the MEDTEAMS research project as well as maintenance of the study database for the duration of the study. Responsibilities will include coaching and teaching MEDTEMPS concepts. Quotations will be evaluated based on professional qualification, past performance and price. A technical evaluation will be conducted prior to award. A resume must be submitted with the quotation. Statement of Work DATA COORDINATOR– MEDTEAMS PROJECT Naval Medical Center San Diego (NMCSD) JOB SUMMARY: Responsible for performing accurate and timely collection and reporting of data for the MEDTEAMS research project as well as maintenance of the study database for the duration of the study. Responsibilities will include coaching and teaching MEDTEMPS concepts. DUTY HOURS: This position requires very flexible hours, being available for consultation and problem solving for the MEDTEAM project during regular and off duty hours M-S, 0001-2400 hours, not to exceed 30 hours a week. ESSENTIAL JOB DUTIES: (100% of time) · Obtaining, copying and distributing the forms/surveys from the Med Teams website to include the following: Labor and Delivery Monthly Indicator Form Patient Satisfaction Survey Job Satisfaction Survey Tracking Log for L&D Visit Time and Event Form (T&E Form) · Coordinating and collecting data so minimal impact is experienced by patients and health care providers. · Maintaining all original forms in a secure location. · Ensuring all patient identifiers are removed from the T&E Forms. · Reviewing forms for completeness and accuracy. · Completing data entries on the T&E Forms for clinical events that occur outside of L&D unit. · Maintaining a log to reconcile the number of T&E Forms with the number of patients admitted on a weekly basis. · Collecting study data from any sources required to obtain specified outcome measures, demographics, or other information deemed necessary by the site Principal investigator (PI). · Preparing forms for shipment to the data management center using sealed envelopes when indicated. · Assisting the primary research team in the training the L&D providers of care by providing teaching and coaching during training and implementation periods. · Performing data analysis, preparing reports and manuscripts and creating graphs and presentations of data as outlined by PI. Procuring office supplies required to meet demands of position, i.e. copying paper, storage containers, etc. · Signing a statement of confidentiality and non-disclosure. JOB SPECIFICATIONS: Required knowledge, skills, and ability: Knowledge of research, research methodologies and statistical analytic methods. Expertise in use of software packages to include databases, spread sheets, word processing, Powerpoint and hospital computer charting methods. Knowledge of current professional nursing care principles, practices and procedures on Labor and Delivery. Ability to multitask and work well in a group setting. . Minimum Education/Training Requirements: Licensed Registered Nurse with a Master’s degree in nursing (preferred) and five years of clinical experience OR a baccalaureate degree in nursing and five years of clinical experience nursing. Experience in clinical nursing research (preferred, but optional). Physical Capabilities: Work requires periods of standing, walking; bending, stooping; lifting in addition to prolonged periods of sedentary work in front of computer terminal and screen. Required Licenses, Certification or Registration: Current Licensed Registered Nurse and Basic Cardiac Life Support (BCLS). Responsibilities: The principal investigator sets overall objectives and establishes parameters within which the Data Coordinator can carry out the research protocol.
