Description

UNICOR, Federal Prison Industries is soliciting proposals on a full and open competitive Request for Proposal basis. The contract award resulting from this solicitation will be a firm fixed price, requirement type of contract for delivery of various species and sizes of lumber. The solicitation number assigned for this procurement is FN1158-6200002266. A written copy of this solicitation may be downloaded from the UNICOR website at www.unicor.gov/procurement/. Lumber is to be delivered F.O.B. destination FCI Allenwood, Golf Course Road, Montgomery, PA 17752. Offerors are advised that the Government intends to evaluate proposals on species and multiple awards are anticipated. The period of performance is date of award through three years. Delivery acceptance is 30 calendar for the first initial delivery and 21 calendar days thereafter receipt of each delivery order. An economic price adjustment provision will be included in this solicitation under Section H. See Information to Offerors under Section A, of the solicitation. The initial proposal should contain the offerors best terms from past performance, specification, cost or price and other factors specified in this solicitation. The time for receipt of initial proposals is 2:00 P.M. (Eastern Standard Time), on March 28, 2003. Vendors may submit a signed and dated proposal by Federal Express, facsimile, hand carried or mail the proposal to UNICOR, Federal Prison Industries, Inc., Office Furniture Group, 320 1st Street, NW, Washington, D.C. 20534, Attn.: Bid Custodian. All proposals must reference the solicitation number and due date for receipt of proposals. In addition to this, each proposal must contain the name, address, telephone number of offeror, and description of items offered, and the remittance address (if different from the current mailing address). Offeror must hold unit prices firm in its offer for 60 calendar days from date specified for receipt of offers. If an offer is not submitted on an SF33 or SF1449 than offerors are to submit on a company letterhead with a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. The Contracting Officer reserves the right to conduct verbal or written discussions with respect price and other factors with the offerors at anytime prior to award. All offers that fail to furnish required representations and certifications or information and/or reject terms and conditions of the solicitation may be excluded from consideration. The Standard Industrial Classification Code is 2421 and small business size standard is 500. The NACICS Code is 321999. The kinds of lumber under this procurement are kiln-dry, maple, red oak, yellow pine, poplar, and cherry. All pricing should be issued based on NET TALLY. Offerors are to review each specific line item number, description, estimated quantity and unit of issue of the items being solicited. Sections B of the solicitations contains the specifications. Offerors are advised that it must established and set-up a consignment inventory plan (see specifics in solicitation). Delivery Hours: 7:30 A.M. - 2:30 P.M., Monday thru Friday notwithstanding emergencies and Federal Holidays. 52.211-16 Variation in Quantity: + 10% increase and - 10% decreases apply to each delivery order. A written notice of award or acceptance of an offer mailed or acceptance otherwise furnished to the successful offeror within time for acceptance specified in the solicitation, shall result in a binding contract without further action by either party. Before an offer expiration time the Government may accept an offer or part of an offer after its receipt unless a written notice of withdrawal is received before an award.
