Description
NASA/JSC is hereby soliciting information about potential 8(a) and HubZone certified sources for CONSTRUCT ASTRONAUT CREW QUARTERS. The following Statement of Work is a general overview of the project only: The 2002 NAICS Code for the proposed acquisition is 236220 and the small business size standard is $28.5 Mil. This NAICS Code ties directly with the 1997 NAICS Code 233320 in FAR Part 19 for the Small Business Competitiveness Demonstration Program, under the Title of Commercial and Institutional Building Construction. The work will involve construction of a new facility approximately 12,000 Square Feet in size, on one floor. It shall consist of 12 bedrooms, kitchen, dining room, lounge, large conference room, room for computer work stations, exercise room, hot tub, medical exam room, and associated spaces for laundry, janitorial and utilities. The facility must be built to the Green Building standards, requiring strict documentation of construction and testing of all building systems in accordance with standards set by the LEED (Leadership in Energy and Environmental Design) council. Total Building Commissioning is required. Site preparations, extension of site utilities from existing locations, and installing other utilities to include chilled water, potable water, sanitary sewer, natural gas, power, and communications (telephone, computer, fire alarm, remote operations and security) must meet the LEED requirements. The magnitude of the project is between $1,000,000 and $5,000,000. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are 8(a), or HUBZone; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). Responses should also address experience in constructing a building of this magnitude on a Federal installation, OSHA violations within the last 3 years, and experience with LEEDs and Total Building Commissioning. Also, respondents should address the following: 1) Experience in developing Safety Plans 2) Qualified Project Managers and Superintendents familiar with construction on Federal Contracts 3) Experience in developing change proposals and recommending alternative solutions to design discrepancies. After completing its analysis, the Government will make a determination relative to full and open competition or to consider a HubZone or 8(a) set-aside based on responses hereto.
