- NASA/ARC plans to issue a Request for Offers for a construction project to retrofit a two story building with partial basement of a total area of approximately 50,000 gross square feet to comply with the modern seismic code requirements. The structural work includes thickening of exterior shearwalls by applying shotcrete and the installation of new interior reinforced concrete shearwalls. The architectural work includes the reconfiguration of windows, gypsum board partitions, vinyl flooring and base, painting, handrail modifications, and built-up roofing repairs including roofing, drain installation and flashing modifications. The challenge will be to accommodate occupants' normal daily functions during all construction activities. Noisy activities such as drilling through/cutting concrete and shotcrete placement shall not be performed during normal working hours. Lead paint and asbestos are expected to be present. The order of magnitude for the procurement is $500,000 to $1,000,000 and the effort shall be completed within 270 calendar days after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program and is advertised under "Full and Open Competition". The NAICS Code and small business size standard for this procurement are 236220 and $28.5 Million, respectively. The anticipated release date of the IFB/RFO is on or about 5 May 2003 with an anticipated offer closing date of on or about 5 JUNE 2003. The firm date for receipt of bids or proposals will be stated in the IFB/RFO. DRAWINGS AND SPECIFICATIONS WILL ONLY BE MADE AVAILABLE ON CDROM. All requests for copies shall be made by email to Charles.W.Ady@nasa.gov The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Government will make award based upon a best value analysis. Factors to be evaluated include past performance, project team, utilization of small business and price. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
