Description
NA The Contracting Officer is Ms. Wanda G. Fair @ 703-325-6093; Technical POC is Mr. Edmund A Nawrocki @ 703-704-3372. Request for Information (RFI): the US Army Communication and Electronics Command, RD&E Center, Command and Control Directorate, Army Power Division, Power Generation Branch is soliciting information from manufacturers of power sources and power components, in the 5 - 60 kW range, for use as Future Tactical Electric Power Systems in the 21st Century Battlefield. These future power systems mus t demonstrate a reduction in system weight and size, as compared to the current Tactical Quiet Generator (TQG) Set family, and an increase in MTBF. The Army is interested in obtaining information on the following: 1) Complete functional synchronous or no n-synchronous generator sets, 2) Engines, 3) Alternators, 4) Power Electronic Subsystems, 5) Control Systems, 6) Wetstacking Control Systems, 7) Thermal Management Systems, 8) Starting Systems, 9) Prognostics / Diagnostics as applicable to the system. All equipment must be Commercial-off-the-Shelf or in such a developmental status that delivery can be made by end of June 2003. Information to be provided should include, but not be limited to, equipment descriptions (size, weight?), performance characteristics, fuel consumption rate at various loads (0%, 25%, 50%, 75% & 100 %), operational and technical test results; company backg round: areas of expertise, capability, facilities, photographs; product availability; and a cost Rough Order of Magnitude (ROM). The RFI should provide a listing of equipment that identifies capabilities for providing continuous power output in the range of 5 - 60 kW, 120/208 VAC for three-phase, 120/240 VAC - and single phase, 60 Hz at 0.8 power factor applications. At power outp ut levels of 15kW and above, 240/416 VAC - three-phase power is also required. The power sources and components shall operate in all tactical military environments from -50oF to 120oF, at altitudes from sea level to 4000 ft, and at any possible relative h umidities. The system identified shall operate on DF2 (A-A-52557) and JP-8 (MIL-DTL-83133). It is the current intent of CECOM to obtain several power systems and power-related components, as referenced above for purposes of evaluation. The results of this announcement will be incorporated into the Government's acquisition strategy determination . Funds have been authorized and appropriated for this effort. The data received in response to the RFI, is for information purposes only and does not mandate or impose requirements. It is highly desirable that data be received with unlimited rights to the Government. However, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum. Proprietary information will be protected. Information may be submitted either via mail or electronically (preferred), or both.
