Description
1. 11th Contracting Squadron, (LGCN) solicits proposals for a firm fixed-price type contract on F8021023470100, entitled ? Air Force Youth Running Event for HQ USAF/ILVY?. This is a combined synopsis solicitation for commercial items prepared in accordance with FAR Subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Offerors are asked to read the full solicitation with the attached Statement Of Work (SOW) and spreadsheet with the locations for each of the 82 bases in order to understand the complete requirement. This is a full and open competitive effort. Not open ended acquisition, specific funded limit impose. The evaluation factors used to determine the overall successful offeror is: (1) inclusion of all items required by the SOW, (2) quality of the items, (3) price of the overall contract cost, and (4) appeal of the custom designed logo. The Contractor shall provide T-shirt with custom logo, 11,000 each for kids ages 5-12; Marketing poster; and a Start and finish banner in accordance with the attached Statement of Work period of performance 1 MAY 03 through 30 SEP 03. Direct questions to the Contracting point of contact identified above. *** SOW: STATEMENT OF WORK HQ USAF/ILVY AIR FORCE YOUTH RUNNING EVENT 1. INTRODUCTION. The Air Force Family Member Programs located on each Air Force installation provide programs for youth ages 6-18 years. The programs encompass a broad range of programs and activities in seven areas: Character and Leadership Development, Education and Career Development, Health and Life Skills, The Arts, Information Sports, Fitness, and Recreation, League Youth Sports Programs and School Age Programs. The Air Staff office responsible for these programs, HQ USAF/ILVY, provides funding and programming for world-wide events appropriate for all installations. 2. PROGRAM/PERFORMANCE OBJECTIVES. The purpose of this contract is to provide an AF-wide running event for youth ages 5-12 years 3. SCOPE. 3.1 Description of Services: The contractor will provide complete materials and on-line registration for a youth running event for youth ages 5-12 years for use in Air Force Youth Programs located in eighty-two sites in the United States and overseas. The materials will be packaged as a ?turn key? operation, which provides Youth Program managers and staff with all materials needed to conduct a running event for the target age group. Also included will be an on-line registration for all running participants. The contractor will maintain a website for registration. The website will accept parent registration for each child and will enable the running event POC for each base a report listing each participant?s name and age. The materials will include: a) one youth tee shirt with custom youth running event logo for each participant (11,000 total) b) one consecutive run number for each runner (11,000 total) c) two safety pins for each runner (22,000 total) d) one marketing poster for each base (82 total) e) forty running course layout directional signs for each base (3,280 total) f) one start/finish banner for each base (82 total) g) 5000 ft of course layout tape for each base (410,000 ft total) NOTE: Tee-shirt with custom logo: must incorporate a red, white, and blue theme. The logo will appear on the front of the tee shirt in full size. Logo elements must incorporate one of the following phrases Air Force Kids Run, USAF Kids Run, or Armed Services Kids Run and may incorporate some or all of the following: (1) a patriotic theme such as US flag or stars, (2) youth ages 5-12 running (depictions of real youth must include both sexes and be multicultural OR generic youth may be used such as stick figures), and/or (3) running event items such as running shoes, start/finish banner, course layout track, etc. Marketing poster: poster will incorporate the custom logo and will leave a section on the poster for local date, time, and place of event. Start/finish banner: banner may be no smaller than 3 feet by 5 feet. 3.2 Service Delivery Schedule: N/A 3.3 Government Furnish Property/Services: NONE 3.4 General Information 3.4.1 Deliverables: The contractor will mail the materials to each of 82 sites based on the attached spreadsheet by 7 May 03. 3.4.1.1 The website will be available for on-line registration by 7 May 03. 3.4.2 Security requirements. The website for on-line registration will be secure so that Air Force youth and parent information is not accessible by others.
