- This synopsis is issued for informational and planning purposes only. The Air Mobility Command (AMC) Contracting Flight anticipates issuance of a solicitation to provide centralized administrative, clerical, technical, and functional activities in support of the USTRANSCOM Chairman of the Joint Chiefs of Staff exercise program. This exercise program provides collective training in wartime tasks, and assessments on the command?s ability to meet those requirements. The Government is soliciting information to determine the availability of capable contractors that can perform the following requirements: 1) perform an analysis of current collective training status, providing a report which recommends Joint Mission-Essential Tasks (JMETs) to be trained; 2) prepare for each exercise an Exercise Management Plan (EMP) which describes the contractor?s approach; 3) develop a specific Concept of Operations (CONOPS); 4) generate an Exercise Directive (EXDIR) that tasks training participants; 5) develop a Master Scenario Events List (MSEL) which is directly linked to JMET training objectives; 6) create implementer documents which initiate exercise events; 7) provide event control, process expertise, and observation during exercises; 8) after exercises, prepare an observation report which contains observations/lessons learned/issues (OLIs) for input into the Remedial Action Program; 9) develop an After Action Report (AAR) and Joint After Action Report (JAAR) which analyze OLIs against Joint Training Plan standards to assess the command?s ability to meet wartime taskings. For purposes of this Request For Information (RFI), the NAICS code is 541611 and the small business size is $6M. The anticipated period of performance will be one year with four one-year option periods. Request contractors interested and capable of performing this function submit the following information: 1) Name and address of company, company point of contact, current telephone number, fax number, E-mail addresses, business size, and identify if disadvantaged, HUBZone, woman-owned, or 8(a); 2) contract references relevant to the requirement, detailing the contractor?s ability to provide services or similar services referenced above, to include contract number, agency being supported, whether a prime or subcontractor, period of performance, original contract value, final or current contract value, contract type, technical monitor and phone/fax number, POC with current phone/fax number, and a brief description of the effort; 3) company profile, number of employees, annual sales history, locations, security clearances, DUNS number, and past performance information. E-mail capability statements will be accepted. The capability package must be clear, concise, complete, and submitted to the Contracting Office noted below no later than 02 May 03. Please limit the capability package to 10 pages.
