- The National Institute of Environmental Health Sciences intends to award a sole source purchase order to NPE Systems, Pembroke Pines, FL 33027, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for the purchase of one NPE Quanta System. The system includes computer system, reagent starter kit, 2PMT detectors, log amplifiers, parameter software with on-screen statistics, choice of filters, metering syringe pump, additional one-year service contract, delivery, installation, and training. This system is a benchtop flow cytometer that combines optical resolution and volumetric sensitivity. The system is required as it permits exact determination of size changes, whether it is diameter in microns or volume in cubic microns by measuring Coulter Volume. This system uses a mercury arc lamp to excite the cells in the UV range and can be used to examine a variety of UV-excitable dyes, including Hoechst and DAPI for DNA analysis, Indo-1 for calcium and PBFI and SBFI for potassium and sodium, and relate all these measurements to changes in cell size. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of date of notice to Dee Lunney at the above address for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with NPE Systems. The NAICS Code/Size is 334516/500EM. This procurement is to be processed using Simplified Acquisition Procedures. There is no solicitation package available.
