- The U. S. Department of Energy, National Energy Technology Laboratory, Pittsburgh PA issued this synopsis/solicitation for an Ultra High Sensitivity Mercury-In-Water Analyzer. Specifications are noted below. To be delivered to Department of Energy=s, National Energy Technology Center, Pittsburgh PA. The solicitation number is DE-RQ26-03NT30301. This announcement constitutes both notification and solicitation. All in accordance with Federal Acquisition Regulation, Part 12, Commercial Item Acquisition. The documentation shall include descriptive literature containing sufficient technical literature to establish a bonafide capacity of meeting this requirement. Offers shall be provide on the normal proposal format for the company making the offer. Offers must be received by close of business May 19, 2003 EVALUATION CRITERIA Proposals will be evaluated on: 1. PRICE 2. TECHNICAL CAPABLITLTY 3. DELIVERY SCHEDULE ANALYZER SPCIFICATIONS. Specifications for Hg Analyzer 1) The instrument must be able to perform mercury analysis in wastewater with-out a manual sample digestion process. Total sample analysis duration including sample preparation must not exceed 0.5 hours. 2) The mercury analysis instrument must have automatic sample handling after initially loading the sample. This is to include automatic acidification and injection of reagent solutions. 3) The mercury analysis instrument must internally prepare mercury-free carrier gas. 4) The mercury analysis instrument must have a minimum detection limit of 1 ppt Hg 5) The mercury analysis instrument must have a measurement time of about 90 seconds after sample loading. 6) The mercury analysis instrument must capable of displaying calibration curves, calibration curve equations, measurement results in tabular form, statistical calculations and peak wave forms. 7) The mercury analysis instrument must be capable of using up to 10 standard points in developing a calibration curve 8) The mercury analysis instrument's automatic sample handling system must accept up to 50 samples, up to 10 of which may be standards. 9) The mercury analysis instrument must have software that can: control measurement start and stop; set measurement time; set sample locations in the automatic sample changing unit; control liquids dispenser and volumes of liquids dispensed. 10) The mercury analysis instrument software must be capable of: setting measurement conditions; calculating and having displayed calibration curves with up to 10 different calibration points; controlling sequencing of samples to be analyzed; calculation of concentrations; statistical calculations; display measurement sequences; output data as image files (JPEG). 11) The mercury analysis instrument's software must run on a PC with Windows (TM) operating system.
