- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is F61775-03-Q-2166 and is issued as a Request for Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-12. This acquisition is unrestricted. The U.S. Air Force 48 Contracting Squadron intends to award a firm fixed price Purchase Order for: CLIN 0001: Rugged Hand-Held Thermal Imager, P/N ReconIR–17, OR equivalent brand. Specifications are as follows: Spectral Response, 8- 14 microns; Update Rate, 20 Hz; time to operation, <5 seconds; field of view, 17 degrees; focus range, 3ft to infinity; detection range, person, <250 meters; speed, f/1.0; video output, NTSC; batteries, NiMH rechargeable or AA (8); power input, 10 - 12 volts; operating time 2.5 hours; weight, 44 ounces; size (inches), 5 x 6.75 x 4. Kit should include thermal imager, NiMH rechargeable 10-volt batteries (2), battery case for (8) AA batteries, AC/DC battery charger, right & left hand camera straps, shoulder strap, hard shipping/storage case, vehicle mounted direct charge system (vehicle mount, built-in battery charger, direct wiring kit, attachment hardware). QTY 5 EA. CLIN 0002: Miniature Hand-Held Thermal Imager, P/N Mini-IR, OR equivalent brand. Specifications are as follows: Spectral Response, 7-14 microns; time to operation, <5 seconds; field of view, 12 degrees x 17 degrees; power source, AA lithium batteries (2); operating time, <3 hours; focus range, 1m to infinity; range to detect a person, <250 meters; focus adjustment, 1m to infinity; range to detect a person, <250 meters; focus adjustment, manual; magnification, .9-power; eye relief, 3 inches; polarity, white-hot; size (inches) 5 x 4 x 2; weight, 12 ounces. Kit should include thermal imager, lens cover, AA lithium batteries (2), operator’s manual, lens cleaning paper, and soft case. QTY 5 each. Delivery date for all items: 30 May 2003. Location is 100 SFS/SPRE, Security Forces, RAF Mildenhall United Kingdom IP28 8NG. Far provision at FAR 52.211-6, Brand Name or Equal, applies to this requirement. If quote is for an “equal” product, specifications of the item must be included in quotation. Far provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this RFQ with the following addenda: paragraphs (h) and (i) of this provision do not apply and change paragraph (c) from 30 calendar days to 60 calendar days. Far provision 52.212-2, Evaluation-Commercial Items, applies to this RFQ with the following addenda: Paragraph (a) is filled in with (1) Price and (2) Technical Capability of the item to meet the Government needs; paragraph (b) does not apply. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, without addenda and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, without addenda, applies to this acquisition (including: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52,222.37and 52.232-33). DFARS provisions at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items; DFAR 252.229-7006, Value Added Tax (VAT) Exclusion; and 252.229-7008, Relief From Import Duty (UK) applies to this acquisition; including USAFE 5352.225-9102, Submission of offers in other than United States Currency. AS OF 31 MAY 1998, ALL CONTRACTORS WISHING TO DO BUSINESS WITH THE DEPARTMENT OF DEFENSE ARE REQUIRED TO BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRY. IT IS THE OFFEROR'S RESPONSIBILITY TO REGISTER AND/OR CONFIRM THAT ALL INFORMATION IN THE REGISTRY IS ACCURATE AND COMPLETE. ANY OFFEROR THAT IS NOT REGISTERED OR WHOSE INFORMATION IN THE REGISTRY IS INCORRECT WILL NOT BE ELIGIBLE TO RECEIVE AN AWARD. Quotes must be received by 22 April 03 at 1600 (4:00 p.m.) central time.
