- TFTP-MN-03-R-0001, National Customer Services Center Commercial Activities Study, Kansas City, Missouri April 16, 2003 NOTES TO OFFERORS: A. This is a Circular A-76 Cost Comparison Study for the National Customer Services Center, Kansas City, Missouri. B. CLOSING: The closing date and time for proposals under this solicitation is May 29,2003 at 3:00 P.M. local time, Auburn, WA. Offers received at the address herein after the exact time specified for receipt of offers will not be considered as outlined in Federal Acquisition Regulation (FAR) 52.215-1. C. Facsimile/electronic offers will not be permitted. D. RIGHT NOT TO AWARD: As noted above, this is a Cost Comparison Study. Section L includes FAR Clause 52.207-2, Cost Comparison, which states in part: ?This solicitation is part of a Government cost comparison to determine whether accomplishing the specified work under contract or by Government performance is more economical. If Government performance is determined to be more economical, this solicitation will be canceled and no contract will be awarded.? E. BEST VALUE: If an award is made, award will be made to the offeror whose proposal represents the ?best value? to the Government. Offerors will be evaluated based on the established factors/criteria outlined in Section M of the Request for Proposal. 1. Offerors are required to submit a Technical Capability, Price Proposal and Past Performance Information as outlined in Section L of the Request for Proposal. Offerors are required to submit a fully completed SF33, acknowledge any and all amendments and complete all Representations and Certifications in Section K. F. PRE-PROPOSAL CONFERENCE: 1. A preproposal conference/site visit will be held at the National Customer Services Center, 1500 East Bannister Road, Kansas City, Missouri on April 30, 2003. The purpose of the preproposal conference is to eliminate any possible misunderstandings of the terms of the solicitation. Remarks and explanations at the conference shall not qualify the terms of the solicitation and specifications. Unless the solicitation is amended in writing, it will remain unchanged. Prospective offerors are urged to attend and to submit any questions they may have in writing by April 24, 2003 to Kimberly McFall at kimberly.mcfall@gsa.gov. See Section L, paragraph 6.7.3. You must be pregistered through the General Services Administration in order to attend the site visit. 2. Offerors must notify Kimberly McFall, Contract Specialist, Auburn, WA, by e-mail at kimberly.mcfall@gsa.gov or by facsimile at (253) 931-7174 not later than close of business on April 24, 2003, if attending the preproposal conference. If no response is received, the conference may be canceled. No other preproposal conference will be scheduled. Attendance is at the expense of the offerors. G. The Solicitation and Technical Exhibit 1 for Solicitation TFTP-MN-03-R-0001 are posted to the FEDBIZOPPS web site.
