Description
The Internal Revenue Service (IRS) intends to issue a sole-source award toThe Presidio Corporation for the renewal of maintenance for PerfMan software currently installed and operational at the Detroit Computing Center (DCC), the Martinsburg Computing Center (MCC), and the Tennessee Computing Center (TCC). The maintenance renewal shall begin on May 1, 2003 and shall run through September 30, 2003. PerfMan is a product of The Information Systems Manager, Inc. (ISM). The IRS requires renewal of an enterprise wide maintenance license, currently for 5025 MIPS capacity, for PerfMan software, an integrated product which focuses on performance management and capacity planning for the Tier I mainframe IBM compatible systems. This planning and performance management is critical to tax processing operations in that it allows for adequate time to increase computing capacity to accommodate workload growth. This product is installed and operational at DCC, MCC, and TCC. PerfMan is a tool used to analyze workload and capacity on the IRS? Tier I mainframe computing systems. The PerfMan product includes unique functionality required by the IRS including: (1) The PerfMan software product?s performance databases reside on the IBM mainframe and are managed using the mainframe's powerful data management tools. Selected data is downloaded from the mainframe and analyzed at the workstation. This feature allows the downloading of data for discrete periods and analyzing the data at the workstation from a single viewpoint. This allows the capacity planner to view system and workload data over an extended period of time without having all of the data reside on the workstation. This functionality eliminates the re-building of the performance database when conducting "what if" modeling scenarios to model different changes in CPU, DASD, memory and workload configurations. (2) Another feature of the PerfMan product is the Automated Tape Library (ATL) and Virtual Tape Sub-system (VTS) which reports on usage and performance for these components. As the Service continues to rely on tape processing, tape processing management is a critical component of the Service's Masterfile computer operations. (3) The PerfMan Business Unit Analysis (BUA) component is an important tool used to perform analysis down to the granular work unit level. The BUA component provided by PerfMan uses both SMF-type 30 records and SM- type 42 records to perform the combined analysis. By using both types of metrics, it is possible to obtain a complete picture of application and workload performance. (4) The PerfMan product performs all reporting, capacity planning, and modeling functions on the workstation using a Graphical User Interface (GUI). Other products require some functions to run on the mainframe and others to run on the workstation. A single point of control and work increases productivity and facilitates communication. This is a sole source requirement to The Presidio Corporation. Responsible vendors who believe they can provide a functionally equivalent product shall furnish a detailed proposal to include cost and price no later than April 30, 2003 to the Government Point of Contact listed herein.
