MEMORANDUM FOR: ALL POTENTIAL SOURCES FROM: WR-ALC/LBKA 265 Ocmulgee Ct Robins AFB, GA 31098-1647 SUBJECT: Solicitation for Information or Planning Purposes-Avionics in support of two C-130 E models located at Long Beach California 1. SOLICITATION FOR PLANNING PURPOSES, FAR 52.215-3 (APR 11984)(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and Proposal (B&P) cost, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information (RFI), your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purposes of obtaining budgetary cost information (BCI) for the following requirement: 1. One each C-130 Aircraft, one to be cut up, scraped. One C-130E to be configured into C-130 load crew trainer and transported via freight forwarder chosen by Malaysia to include the following; no electrical components are required to function, all holes both interior and exterior to be covered, removed all avionics and EC cooling vents and electrical lines as practical, all wheels remain with fuselage, center wing box cut even with fuselage and capped off, dual rails need to be installed and function as on a C-130E, all roller conveyers installed, tailed removed and capped off, all non-essential systems drained, pressure transmitter for AUX system reinstalled, Interior cleaned and made to look presentable, cockpit can have components missing but desire placards replace instruments, cockpit seats remain if not replaced with other older ones, fuselage will not be prepped for ocean shipment, a functional ramp and door. 2. Please note that funding is not available for this effort. At this point, we have only a need for budgetary information. Your acceptance of this effort is entirely at your discretion. A response by 01 May 03 would be appreciated. If this is not enough time to prepare a budgetary estimate, kindly notify Cheryl J. Ficklin at the number shown below.
