Description
The Department of Energy (DOE) will issue a competitive request for proposal (RFP), DE-RP24-04OH20171 between May 15th and May 30th 2003 as a Total Small Business Set-Aside under NAICS Code 562910, size standard 500 employees, to complete the cleanup of the Columbus Closure Project (CCP) located at the Battelle Memorial Institute West Jefferson North facility in West Jefferson, Ohio, approximately 15 miles west of Columbus, Ohio. Currently, DOE anticipates the contractor to begin performance on October 1, 2003. The resultant contract will require the contractor to bring business and industry solutions, processes, and procedures to reduce costs and achieve a safe and accelerated compliant closure of the CCP on or before September 30, 2006, at an anticipated funding level of $57 Million. As specified above, the primary place of performance will be at Battelle Memorial Institute's, the facility owner, West Jefferson North facility in West Jefferson, Ohio, approximately 15 miles west of Columbus, Ohio. The DOE plans to enter into a Cost-Plus-Incentive-Fee (CPIF) contract for project completion. The resultant contract will provide for cost and schedule incentives to achieve safe, compliant closure, while reducing risks to the public and workers, streamlining essential operations, minimizing infrastructure costs, and introducing new and innovative approaches for the decontamination and demolition of buildings. The contract will require removal of radioactive and hazardous contamination resulting from government sponsored research work performed by Battelle Memorial Institute. The U.S. Nuclear Regulatory Commission (NRC) regulates the facility. The scope of the project will include, but not be limited to, the following areas: decontamination and demolition of radioactively contaminated buildings, excavation of contaminated drains and utilities, contaminated soil removal, asbestos removal, preparation of radiation surveys, radiological characterization, and final status reports, waste management, maintenance of a regulatory compliance program, project management, environmental monitoring, surveillance and maintenance of facilities prior to initiation of D&D, industrial and radiological safety programs following an integrated safety system model, and conducting the administrative activities necessary to complete the contract e.g., management, finance and budget, procurement, legal, human resources, FOIA, congressional inquiries and records management, and contract transition. An oral presentation and interviews may be required as part of the offeror?s proposal. DOE will not issue a draft RFP for comment. Questions on the content of the RFP will be considered up to two weeks prior to the date of receipt of proposals. If necessary, an amendment to the RFP will be issued. Prior to the release of the RFP, DOE will schedule site familiarization tours for any interested company wishing to visit the project site. These tours will begin the week of April 28, 2003. A tour registration form is available and must be completed by any interested company requesting a tour. This form is available at www.ohio.doe.gov/ccp_seb. A DOE representative will conduct a scripted tour. No questions can be asked or answered during the tour. Question forms will be provided as part of the tour and can be filled out by the interested company during or after the tour. Answers will be provided on the CCP RFP web page at www.ohio.doe.gov/ccp_seb. Questions from the tour may also be submitted via email to barry.kain@ohio.doe.gov and answers will be provided on the Columbus Closure Project RFP web page. Attendance at the site familiarization tour is limited to two persons per company. DOE will notify interested companies via email when site familiarization tours are scheduled. In addition, the DOE will sponsor two other events (limit of two representatives per company at each event): Approximately one week after the issuance of the RFP, the DOE will conduct a preproposal conference. During the week of the preproposal conference and up until two weeks before the RFP closes, the DOE will provide site tours to the CCP i.e., Battelle's West Jefferson North facilities as part of RFP preparation process. Any interested company requesting a site tour must complete a site tour registration form. This form is available at www.ohio.doe.gov/ccp_seb. Question forms will be provided as part of the site tour and may be submitted by the interested company during or after the tour. Answers will be provided on the CCP RFP web page at www.ohio.doe.gov/ccp_seb. Questions from the site tour may also be submitted via email to barry.kain@ohio.doe.gov and answers will be provided on the Columbus Closure Project RFP web page. DOE will notify interested companies via email when site tours are scheduled. All responsible sources are required to submit electronically a letter of intent which includes the designated POC to receive the RFP with that POC's email address to barry.kain@ohio.doe.gov and beverly.cole@ohio.doe.gov. DOE must receive this letter of intent no later than May 10, 2003. Failure to provide this letter of intent or participation in the events does not preclude firms from participating in the acquisition process. The solicitation will be made available between May 15th and May 30th 2003 on the DOE/Ohio Field Office Home Page with a link to the CCP RFP at www.ohio.doe.gov/ccp_seb. and at http://e-center.doe.gov. No telephonic requests for the solicitation will be accepted. General information and site documents will be available on Ohio Field Office web page beginning on or about April 28, 2003 at www.ohio.doe.gov/ccp_seb with a link to the CCP RFP documents web page. Information will be continuously posted throughout the process. All responsible small business sources under the NAICS code and applicable size standard mentioned above may submit a proposal which shall be considered by the agency.
