Description
The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with Ranbir Singh for Development of a Pulsed Power 2 to 5 kV, 3mmX3mm, 4H Silicon Carbide (4H-SiC) Thyristor. The services needed include: Analyzing new Thyristor designs optimized for high dI/dt capability based upon the results of simulations. Developing highly robust edge-termination techniques along with a suitable passivation that can survive the high operating voltage. Performance testing and haracterization of the fabricated devices in pulse power conditions. Specific requirement is SiC power device edge termination designs that can achieve high blocking voltage up to 20,000V. Ranbir Singh has the unique expertise in producing a 19,000 V semiconductor device and has published work on such high voltage semiconductor devices. The Government anticipates the award of a firm-fixed price purchase order on or about May 01, 2003. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the government will consider all capability statements received by May 01, 2003. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Quotation (RFQ) package is not available.
