Description
The Missile Defense Agency (MDA) is seeking potential sources for services in support of on and off-site SETA staff augmentation in the areas of producibility and manufacturing strategy development for the MDA/MP directorate. MDA intends to utilize GSA ordering procedures to acquire the services described in this notice. Interested GSA schedule holders judged best qualified to compete for the work will be sent a Request for Quotations package within the next four (4) weeks with offers due two (2) weeks later. The SETA support required includes: (1) Synthesizing top level systems engineering efforts in selected technology areas with industry capabilities to perform industry capability based trade-offs that lead to near term reliability, producibility and performance enhancements of MDA/MP programs, (2) Supporting MDA/MP in Small Business Innovation Research (SBIR) and Small Business Technology Transfer (SBTTR) Programs that fit with MDA issues and current MDA/MP SBIR topics, (3) Radiation Hardening, (4) Synthesizing top level systems engineering efforts in the area of laser targeting and detection (LADARs) with industry capabilities to perform industry capability based trade-offs that lead to near term reliability, producibility and performance enhancements of MDA/MP programs, (5) Synthesizing top level systems engineering efforts in the area of advanced processors and advanced electronic packaging with industry capabilities to perform industry capability based trade-offs that lead to near term reliability, producibility and performance enhancements of MDA/MP programs, (6) Synthesizing top level systems engineering efforts in the area of composite materials and composite structures with industry capabilities to perform industry capability based trade-offs that lead to near term reliability, producibility and performance enhancements of MDA/MP programs (7) Synthesizing top level systems engineering efforts in the area of high powered laser systems with industry capabilities to perform industry capability based trade-offs that lead to near term reliability, producibility and performance enhancements of MDA/MP programs, (8) Developing Engineering Design and Manufacturing and Management Tools, and (9) Supporting MDA/MP in the areas of Management, Organization & Business Improvements to complement the MDA/MP Engineering Analysis efforts. The resultant order will consist of a Firm-Fixed Price support services contract line item for steady-state support and a Time & Materials contract line item for in-scope short-term performance requirements above the level of effort authorized under the contract at its steady state. The term of the order with options is anticipated to be at least five (5) years. Some positions will be on site at MDA Headquarters in Arlington, VA and some will be off-site and all personnel require a SECRET clearance. Acceptable sources must hold a GSA Schedule, and be able to provide 75% of personnel with SECRET clearances on contract start date (approximately 30 days after award) and 100% within 90 days of order start date. GSA schedule contractors are invited to submit to the contracting office as early as possible, but not later than April 25, 2003, a three-page Capability Statement summarizing the corporate strengths in relation to the following criteria: 1) Specific, related past/current DoD experience related to this requirement 2) Management approach in managing on-site staff, retention/replacement, authority, responsibilities, and quality control, and 3) personnel qualifications and experience. If planning to team or subcontract, identify the firm(s), their size status and GSA schedule. Segregate this information on the Capability Statement by firm. However, please note that this information must be contained within the three-page capability statement limit. Responses may be provided electronically, in hard copy, or both.
