Description
THE FEDERAL GOVERNMENT IS INTERESTED IN ACQUIRING A BUILDING SITE WITH TWO (2) BUILD TO SUIT HOUSING UNITS IN HAINES, ALASKA. The General Services Administration (GSA) is performing a market analysis to identify potential land for a building site to include two (2) build to suit housing units in Haines, AK. The following represents GSA?s evaluation criteria. They are listed in order of importance. The site will be selected that is most advantageous to the Government, all factors considered: 1 Site location and proximity to U.S. Border Station. 2 Site accessibility to major highways. 3 Security concerns regarding site. 4Underground conditions/previous site usage. 5 Surrounding area/neighborhood. 6 Cost. Purpose: Home sites to immediately include two (2) new duplex style homes for the housing of Customs and Border Protection (BCBP) families. Building site must be large enough to allow future expansion to support an additional four (4) duplex like style housing units with a ranch style layout (one level). One duplex unit is to consist of 3 bedrooms, 2 bathrooms (approx 1750 sq. ft. each) and a two-car garage (approx 750 sq. ft.) for each unit. The other duplex unit is to consist of 2 bedrooms, 1 3/4 bathrooms (approx 1550 sq. ft.), and a two-car garage (approx 750 sq. ft.) for each unit. GSA will supply design intent drawings. Housing units must meet U.S. Government fire safety requirements and handicapped accessibility standards. Required: At a minimum, the property must consist of approximately 12-15 contiguous acres and be within ten (10) road miles from the Dalton?s Cache Border Station. Land must have easy access to the Haines Highway. Expressions of interest must include the following information: Location map with address, photos (if possible), site plan with sized stated and showing that above requirements fit one site and legal description. A preliminary title report and any existing environmental site assessment reports, soil reports, flood plain status, geotechnical reports, or other pertinent data must accomplish each expression of interest. Property must be properly zoned to allow multiple family housing units. The federal government will determine how to develop the site. Offerors must own or control the site and must state the price. The owner shall provide any existing environmental information available for this site. In addition, the owner shall advise if there are any known archaeological resources on or near the site. Full disclosure of any hazardous wastes or toxic material must be communicated to the Government in writing. Appropriate utility service (electric - minimum) must exist and road access must presently exist or must be presently approved by the appropriate jurisdiction. Utilities and infrastructure must be sized to accommodate the proposed future expansion. Site ownership must present full and clear title that does not contain any encumbrances unacceptable to the Government. Successful bidder is responsible for providing complete architectural, civil, structural, mechanical, electrical and landscaping drawings from a registered and licensed, by the State of Alaska Architects and Engineers. Upon completion of project a complete set of as-built drawings in AutoCAD 2002 format will be supplied to GSA. The Government reserves the right to review, and if necessary, reject any design. The Government appointed representative prior to the start of construction shall approve final design documents. Successful bidder shall provide site utilities and infrastructure to support the proposed future expansion. In addition, all submittals must include a representation of the agent?s authority to tender the offer. This ad solicits for potential land donations as well as properties for sale. After an on-site survey by a Government representative this solicitation may be revised depending on a review of the overall mission of the Government agency to be housed in the area. The federal government hereby notifies all interested parties this advertisement is NOT a basis for negotiation, the right is hereby reserved as the interest of the Government may require to reject any or all offers and give consideration to sites other than those offered in response to this advertisement. Housing units must be ready for occupancy in the Summer of 2003. Authorized Contacts: In no event shall the offeror enter into negotiations concerning the property to be acquired with anyone other than the General Services Administration Contracting Officer or Designated Government Representative associated with this action.
