Description
BEAUFORT FEDERAL COURTHOUSE 1501 BAY STREET BEAUFORT, SC SCOPE OF WORK This project consists of the following: A.) Installation of an elastomeric waterproofing membrane system over the roof portions of the upper roof of the building to waterproof that portion of the roof between the existing shingle roof and to an including the parapet wall that surrounds the exterior building. Adjacent adjoining mechanical roofs and other adjacent small roofs at lower levels attached to main building to receive the same type of waterproofing treatment over the existing roofs except the lower second story flat roof off judge?s chambers which is to be re-roofed as specified in B. B.) Flat second floor adjoining judge?s chambers to have a 3-ply modified bitumen roof system installed. All work to be completed shall utilize a recognized appropriate system for that particular application with full consideration to existing or potential problems to include pooling water, flashing defects and deteriorated decking. Problem areas to be repaired or replaced where necessary. The decking shall be dry and structurally sound before installation of new roofing materials. The contractor shall provide tapered insulation, cant strips and/or crickets to insure positive drainage with scuppers reworked where needed to insure proper drainage of water from roof. All flashings, flashing procedures and other waterproofing measures to be as recommended by the product manufacturer of the systems being utilized. Elastomeric roofing system being applied to consist of bonding primer, base and saturation applications of foundation coating with a poly fabric imbedded between; to be followed by a minimum of two (2) coats of UV protecting finish coating. All applications of these products to meet manufacturers? specifications. Recommended system for this application would be similar to the Sealoflex acrylic system with reinforcement fabric or an equal product. Any system used to qualify for a 10-year materials warranty, with a 5-year maintenance re-coat if specified. Contractor to provide 5-year warranty against application defects. Three-Ply modified bitumen system to consist of: a. A base sheet mechanically fastened to sound substrate with the removal of existing failed system where needed to insure a sound dry underlying base for system being applied. Any voids, areas potentially subject to ponding or negative sloping areas to drain areas to be corrected with insulation board, tapered where necessary to insure positive draining of water from roof. b. A second interply sheet utilizing hot-mopping or other approved method of fastening to base sheet. c. A top sheet application of a granules sheet cap using a heat weld, torch-down, hot-mop or other approved application by material manufacturer. All work shall be done in increments as to minimize building exposure between demolition and new construction and to allow work completion before the end of each day. Also a protective seal shall be maintained throughout the project to protect from wind, rain, and external elements. JOB SHALL BE COMPLETED NO LATER THAN SIXTY (60) DAYS AFTER NOTICE TO PROCEED. WAGE RATE: South Carolina General Decision SC020038 NOTE: All personnel will be required to pass a background check and be pre-approved to work in this building. After contract is awarded, an employee list must be supplied within five (5) days for background checks. Pre-bid meeting is scheduled for Friday, March 28, 2003 at 10:30AM EST at the Beaufort Federal Courthouse. ** Bids (including a breakdown of cost) are to be submitted to Connie Bays, contracting officer, by 4:00PM EST on April 23, 2003 to the GSA Office, 24 N.
