Small Business Set-Aside: Total Small Business
Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is Q8896030001 and is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12 dated 01/24/03. This solicitation is set-aside for small business. The North American Standard Industrial Classification System code is 483111 and the small business size standard is 500 employees. The requirement is for Line Item No. 0001, to provide round trip barge service as described below originating in Honolulu, Hawaii to Kalaupapa Settlement, island of Molokai, Hawaii and returning to Honolulu, Hawaii. Sailing date to be scheduled for July or August, 2003. The barge shall be scheduled to arrive at the Kalaupapa Settlement on Saturdays only during that timeframe, with daylight arrival and departure. Barge shall be single deck, able to load/unload using low tide designation, able to offload cargo onto wharf/pier without use of motorized booms or lifts. Barge shall be accessible for motor traffic, such as drive on/drive off cargo and provide forklift transports for unloading containers. Barge shall be capable of transporting up two gasoline-filled double tanker fuel trucks (approximately 37,000 gallons) and one diesel-filled fuel tanker truck (approximately 11,000 gallons), along with approximately fifteen large closed containers (various sizes of 10' and 20'; ten open deck, stackable various sized containers. Barge shall be able to transport palletized cargo, various types of vehicles, and heavy equipment. Barge contractor shall provide containers. Barge contractor shall meet all Federal, State and local transportation, handling and associated safety regulations. Contact person for this service is: Ms. Tekla Vines at (808) 572-4486. The following FAR provisions and clauses are applicable to this solicitation: Provisions at 52.212-1 (Instructions to Offerors--Commercial Items); 52.212-2, Evaluation-Commercial Items; 52.212-3 (Offeror Representations and Certifications--Commercial Items; Clauses at 52.212-4 (Contract Terms and Conditions--Commercial Items); and 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items) which includes clauses 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-34, 52.222-41, and 52.222-42. The Government will evaluate the quotations based on past performance and price, each being equal in importance. Quoters shall provide with their quotation, a minimum of three references to document past performance. Include name of company, contact name and phone #, description and dollar value of project. The due date and time for receipt of quotations is April 30, 2003 at 4:00 p.m.
