Description
NA The Army Research Laboratory, Weapons and Materials Division, Aberdeen Proving Ground, MD 21005 intends to award on a sole source basis under the authority of FAR 6.302-1 and 13.5 with Mr. John Roy Brown, Conowingo, MD for the purchase of his services as a Subject Matter Expert to fabricate and process prototype organic-matrix composite material components in support of the Composites and Lightweight Structures Branch missions. A complete Statement of Work will be available upon release of the solicitation on or about 01 May 2003 and will be viewable on http://www.fedbizopps.gov. All work is to be performed at ARL, Bldg 4600, Aberdeen Proving Ground, MD. A unique combination of scientific knowledge, technical expertise, historical knowledge of past practi ces and prototypes; experience in a wide variety of composite materials processing methods and skills; the ability to conduct basic machining operations; and provide technical support to armor/munitions/artillery/ordnance and other Army-related programs is required for the successful performance of the unique mission of the Composites and Lightweight Structures Branch. Mr. Brown possesses this unique combination of knowledge, skill, and expertise. Occasional travel may be required to provide technical ser vices to Army programs. The contractor must be a United States citizen and must have a favorable completed/adjudicated (cleared) National Agency Check (NAC) investigation prior to working on the installation. The initial period of performance will be 01 June 2003 through 31 May 2004 with the option to renew services for two (2) consecutive years. This notice of intent is not a request for competitive proposals; however, the agency will consider all proposals received prior to the closing date of this no tice. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discret ion of the government. No telephone requests will be honored. *****
