Description
**THE PURPOSE OF THIS AMENDMENT IS TO CHANGE THE CLOSING DATE FROM 4 APRIL 2003 TO 21 APRIL 2003. ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation reference number HARDIN001 is hereby issued as a Request for Quotation contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03. Procedures for full and open competition will be used for approved sources. All responsible sources may submit a quotation, which shall be considered by the agency. The associated NAICS code is 336413 with an 1,000 employee size standard. Contractors shall submit a per line item proposal for all items. The contractor shall furnish one (1) each External Fuel Tank Certifier (EFTC) (Part number 401287-1), one (1) each Fuel Tank Lifting Sling (Part number 402141-1); four (4) each Fuel Tank Handling and Test Dolly (Part number 401782-2); twenty (20) each Fuel Tank Transport Dolly (Part number 400852-1); and one (1) each AC Power Supply Model 6000L. The External Fuel Tank Certifier (EFTC) is an aircraft fuel system simulator that provides both the resources for routine external fuel tank (EFT) maintenance and servicing, and the capability to dynamically test all of the refuel and transfer functions of the external fuel tank critical to flight. The equipment includes provisions for EFT fueling and defueling, fuel transfer, fuel contamination testing and EFT purging, as well as the electrical checkout of the EFT electronic/control interface. The EFTC is mounted on a 4-wheeled towable MP-1 trailer. It is equipped with a fuel vent tank, an electrical test box and an enclosure for storage of the hoses, grounding reels and adapters. The EFTC is capable of verifying the proper operation of a wide variety of EFTs for example the F-16, F-15, F-22, F-18, F-5, KTX-2, A-4 and others. All external fuel tank functions associated with fueling and defueling, including fuel quantity measurements, electrical functions, and leak-tight integrity can be tested. Fuel can be transferred from the supply tank to the test tank and visa versa. The EFTC is capable of providing the following functions: Fueling/Defueling of an EFT, leak testing, EFT component troubleshooting, EFT purging and cleaning, fuel filtration, verification of fuel quantity measurement, devices, and verification of the proper functioning of all connections. FAR 52.211-6 Brand Name or Equal (Aug 1999). This is an all or none requirement. Brand Name or Equal applies to this requirement. Prospective bidders shall provide all necessary product literature. This information will be used to determine if product meets the minimum requirements listed above. Additionally, all labor, tools, materials, transportation required is to be included in the quote. Required delivery shall be on or before 30 days after receipt of award. The following clauses and provisions are incorporated either by reference or full text and are to remain in full force in any resultant purchase order; FAR 52.212-1, Instructions to Offerors Commercial Items (OCT 2000). It applies to this acquisition and is amended to read: FAR clauses and provisions can be located via the Internet at: http://farsite.hill.af.mil. Submit signed and dated quotations on company letterhead or quotation form. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation Commercial Items (Jan 1999), which is incorporated into this Request for Quote, with addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i) Past performance; (ii) technical capability of the item(s) offered to meet the Government requirement as stated in this synopsis; (iii) price. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. Past performance, technical capability and price have equal important. Each offeror shall include a completed copy of the provisions at FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items (July 2002), with the quotation. Submit signed and dated offer to 16CONS/LGCY, Attn: Talena Hardin, talenahardin@hurlburt, 350 Tully St, PO Box 9190, Hurlburt Field FL 32544-9190 at or before 1600 (4:00 PM CST), 21 April 2003. The clause at 52.212-4, Contract Terms and Conditions Commercial Items (Feb 2002), applies to this acquisition with the following addendum: DFARS 252.204-7004 Required Central Contractor Registration (Nov 2001). The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (May 2002), applies to this acquisition and is incorporated by reference. 52.232-33, Payment by Electric Funds Transfer-Central Contractor Registration (31 U.S.C. 3332) (May 1999). A Firm-Fixed Price Order will be issued in writing. NO TELEPHONIC OR FACSIMILE RESPONSES WILL BE PROCESSED. All questions must be in writing and may be faxed to (850) 884-5372.
