Description
**THE PURPOSE OF THIS AMENDEMENT IS TO CHANGE THE CLOSING DATE FROM 4 APRIL 2002 TO 21 APRIL 2003. ALL OTHER TERMSN AND CONDITIONS REMAIN THE SAME.** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation reference number HARDIN002 is hereby issued as a Request for Quotation contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03. Procedures for full and open competition will be used for approved sources. All responsible sources may submit a quotation, which shall be considered by the agency. The associated NAICS code is 811219 with a 6.0 million dollar size standard. Contractors shall submit a per line item proposal for all items. The contractor shall furnish thirty-three (33) BF Goodrich Stormscope Lightning Detectors or equal (Model number WX-110). The GF Goodrich Stormscope Lightning Detector is a ground-based stand-alone processor weather mapping system, in which no computer needed. It picks up electrical discharge activity in the atmosphere 360 degrees around the unit. Electromagnetic signals from the storm are received by an antenna and routed to the computer processor console. The system must then pinpoint and display the discharge location. It is a compact console assembly, is easily placed in any convenient location, defined as about the size of a lunch box. The sensor has an externally mounted antenna with a mounting plate or bracket, which operates in any weather outside, no shelter needed. Must work inside as well. Should have an audio alarm, which alerts you of approaching weather. Self contained display, LCD display and adjustable backlighting. A choice of display ranges of 25, 50, and 100 nautical miles adjustable to each range. Should have self-diagnostics feature to assure proper operation at all times. Picks up electrical discharge activity in the atmosphere 360 degrees around the unit. Electromagnetic signals from the storm are received by the antenna and routed to the computer processor inside the Stormscope console. The WX-110 then pinpoints and displays the discharge location. Up to 256 discharges can be shown at over 4,000 locations on the display. Each discharge is stored in the order it is received. As new discharges are detected, old ones are removed from the display, allowing you to track the movement of the storm. Any discharge point more than four minutes old is automatically removed. The CLEAR button may also be used to clear the display at any time. Key features: Selectable Operation in 25, 50 and 100 nmi ranges, stores lightning data in all ranges simultaneously, 360? view of surrounding area, clear function to help determine storm severity and movement, rate counter to show rate of discharge activity, automatic self-test program, self diagnostics with error messages and Supertwist LCD display with electroluminescent backlight. FAR 52.211-6 Brand Name or Equal (Aug 1999) . This is an all or none requirement. Brand Name or Equal applies to this requirement. Prospective bidders shall provide all necessary product literature. This information will be used to determine if product meets the minimum requirements listed above. Additionally, all labor, tools, materials, transportation required is to be included in the quote. Required delivery shall be on or before 30 days after receipt of award. The following clauses and provisions are incorporated either by reference or full text and are to remain in full force in any resultant purchase order; FAR 52.212-1, Instructions to Offerors Commercial Items (OCT 2000). It applies to this acquisition and is amended to read: FAR clauses and provisions can be located via the Internet at: http://farsite.hill.af.mil. Submit signed and dated quotations on company letterhead or quotation form. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation Commercial Items (Jan 1999), which is incorporated into this Request for Quote, with addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i) Past performance; (ii) technical capability of the item(s) offered to meet the Government requirement as stated in this synopsis; (iii) price. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. Past performance, technical capability and price have equal important. Each offeror shall include a completed copy of the provisions at FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items (July 2002), with the quotation. Submit signed and dated offer to 16CONS/LGCY, Attn: Talena Hardin, talenahardin@hurlburt, 350 Tully St, PO Box 9190, Hurlburt Field FL 32544-9190 at or before 1600 (4:00 PM CST), 21 April 2003. The clause at 52.212-4, Contract Terms and Conditions Commercial Items (Feb 2002), applies to this acquisition with the following addendum: DFARS 252.204-7004 Required Central Contractor Registration (Nov 2001). The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (May 2002), applies to this acquisition and is incorporated by reference. 52.232-33, Payment by Electric Funds Transfer-Central Contractor Registration (31 U.S.C. 3332) (May 1999).
