Description
The DMSP program office is planning to award a contract for the support storage, test and spacecraft integration of the DMSP flight sensors for the last four (4) DMSP satellites. All space sensor assets supporting the remaining four DMSP launches have been delivered and will be provided as GFP and GFE to the selected contractor. In an attempt to optimize launch readiness and program resources, DMSP consolidated most of its sensor and spacecraft support and services contract efforts under a single contract with Northrop Grumman Corporation, Baltimore, MD. The current contract period of performance ends 30 Nov 2004. The DMSP government program office has begun the planning for the next contract and is currently seeking industry input on methods to enhance launch readiness and quality of services received while optimizing cost control in each area of the contract. An emphasis on system engineering for the integrated DMSP sensors suite, and partnering with the government and spacecraft integration contractor to ensure launch success is desired. Interested sources are requested to provide an innovative execution and management plan, and preliminary cost estimate for achieving these goals. Interested respondents are invited to attend SMC Industry Day on 24 April at 11200 Lexington Drive, Los Alamitos, CA for a briefing on the technical requirements for the upcoming DMSP contract. It should be noted that because the government did not retain data rights to the technical drawings for most of the instruments, it is unlikely that any single contractor expressing interest in this effort will be capable of performing all efforts without subcontracting or otherwise teaming with current DMSP sensor vendors and government laboratories. The government has published an information database on the Internet at the following website <http://www.losangeles.af.mil/smc/ci/sfs/>. The site contains the current contract statement of work and other pertinent contract information, as well as the government points of contact. Additionally, the government has provided a Statement of Objectives (SOO) from the current DMSP Space Segment contracts. The SOO for the upcoming DMSP sensor readiness and launch contract will be posted by 18 April 2003. Information from present contracts is provided for informational purposes only. Interested contractors should base their submissions on the SOO for the upcoming DMSP sensor readiness & launch contract requirements. This request is for informational and planning purposes only, and does not constitute and Invitation for Bids or a Request for Proposals nor is it a commitment by the government to award any contract. The government will not pay for any effort expended in responding to this notice. However, interested contractors intending to submit packages outlining their plans must submit a complete package to Mr Robert Graham at Space and Missiles Systems Center/CIKS, 2420 Vela Way, Suite 1126-A8, Los Angeles AFB, CA 90245-4659 by 3 p.m. Pacific Time on 9 May 2003.
